Arkansas has a working medical program and no lounge category at all
Amendment 98 built Arkansas a medical cannabis market in 2016 and stopped there. It authorized cultivation facilities and dispensaries, and nothing else. There is no social-use license, no hospitality endorsement and no path for a dispensary to add a consumption room. Voters rejected adult-use legalization in 2022, and the legislature has not revisited social consumption since. These are the categories people mistake for lounges in Arkansas. None of them holds a consumption license, because Arkansas does not issue one.
Arkansas dispensaries are pickup counters serving registered patients. Amendment 98 prohibits consumption on dispensary property, so there is no back room, patio or sampling bar at any licensed location in the state.
Retail shops selling CBD, glass and accessories. Act 629 banned intoxicating hemp products such as delta-8, so the shelf is narrower than in neighboring states, and none of these shops can host consumption.
Arkansas recognizes no private-club exemption for cannabis. A membership fee does not create a lawful consumption venue, and organizers carry the exposure along with the members.
No Arkansas liquor permit or hotel license allows cannabis consumption on the premises. Smoking policies at Arkansas venues are written around tobacco and do not create a cannabis allowance.
Missouri and Illinois both have adult-use markets north and northeast of Arkansas, and Illinois licenses on-site consumption at some dispensaries. Anything you buy or consume there stays there. Bringing product back across the line is a criminal matter in Arkansas.

Does Arkansas have any cannabis lounges?
No. Amendment 98 created cultivation and dispensary licenses only. There is no social-use or hospitality category, so no venue in Arkansas can hold a consumption license.
Can I consume at an Arkansas dispensary?
No. Consumption on dispensary property is specifically prohibited. Staff cannot make an exception, and the prohibition sits in the constitutional amendment rather than in store policy.
What about a hemp shop that lets customers use products in store?
Act 629 banned intoxicating hemp products statewide, so those products should not be on the shelf in the first place. A shop hosting consumption is doubly exposed.
Where can a registered patient legally consume?
On private property with the owner permitting it. Not in public, not in a vehicle, not at the dispensary, and not where smoking tobacco is already banned.
Can visiting patients from other states use a lounge here?
Arkansas issues a 30-day visiting patient card that lets qualified out-of-state patients buy from a dispensary, but it does not create anywhere legal to consume. Most visitors end up limited to a private residence.
Is adult-use legalization coming?
Voters rejected Issue 4 in 2022 and no adult-use framework has been enacted since. Without adult-use there is no political vehicle for a lounge category either.
Can I bring product back from Missouri or Illinois?
No. Crossing into Arkansas with cannabis bought elsewhere is a criminal offense here, and your Arkansas registry card does not cover product from another state market.
Do private cannabis clubs get around the rules?
No. There is no membership exemption in Arkansas law. Dues do not convert an unlicensed consumption space into a lawful one for the operator or for the guests.
