Cannabis Consumption Lounges in Maryland

Up to 15 licensed lounges are authorized — but with some of the strictest rules in the country.

Maryland legalized recreational cannabis in 2023 and has authorized on-site consumption lounges through HB 556 and the 2025 Cannabis Reform Act (SB 215). However, the rules are among the strictest in the nation: NO indoor smoking is allowed at licensed lounges — only edibles, beverages, and vaporized products. Up to 15 licenses will be issued, reserved for social equity applicants. While the framework is in place, licensed lounges are expected to begin operating in late 2025 or 2026.

Can I smoke weed at a Maryland consumption lounge?
