Legal statewide through licensed delivery services, heaviest in the Twin Cities
Minnesota's Office of Cannabis Management (OCM) regulates cannabis under Chapter 342, and that law includes a standalone delivery service license type separate from retail dispensary licenses. Adult-use retail sales began on September 16, 2025, and the market is still in early rollout: OCM had issued 16 retailer licenses and 6 delivery service licenses as of August 24, 2026, concentrated around Minneapolis and St. Paul. Minnesota also has a large, separate market for hemp-derived low-dose THC beverages and edibles that are sold at liquor stores and licensed hemp retailers under a different statute. Minnesota licenses delivery as its own business type under Chapter 342, distinct from a retail storefront. A licensed delivery service buys product from a licensed retailer, microbusiness, mezzobusiness, or medical cannabis retailer and delivers it to the customer. In addition, some licensed retailers run delivery directly under their own license. Coverage is still building out statewide and is most reliable in the Minneapolis-St. Paul metro area as of 2026.
Independently licensed businesses that purchase cannabis from licensed retailers or microbusinesses and deliver it to adult-use customers. Several operators advertise same-day delivery in the Twin Cities; coverage outside the metro is inconsistent.
Some licensed adult-use retailers deliver orders themselves within a defined radius of their store rather than routing through a separate delivery licensee. Availability depends on the individual dispensary.
Businesses licensed to serve the medical program can deliver to registered patients and registered caregivers, a continuation of delivery access the medical program has offered since before adult-use launched.
Under Minn. Stat. 151.72, hemp-derived THC beverages capped at 5 mg THC per serving and 10 mg per container are sold at liquor stores, licensed restaurants and hemp retailers statewide. As of August 1, 2026, larger resealable formats of 750 mL or more with 17 or more servings are also permitted for home use. These are a distinct product category from dispensary cannabis and are not subject to the same delivery licensing.
