Ohio voters legalized adult-use cannabis through Issue 2 in November 2023, and the state has since built out both a medical and a recreational retail market. Senate Bill 56, which took full effect March 20, 2026, created a permanent regulatory framework through the Division of Cannabis Control (DCC) that draws a clear line between medical patients and adult-use consumers, including on delivery: home delivery is authorized for registered medical patients only, once the DCC adopts operational delivery rules.
