Nebraska is in the gap between a law and a market, which is a genuinely confusing place to be. Regulations landed on July 1, 2026, business licensing opened on August 15, and the patient registry opened on September 1. First sales are projected for December 2026. Until a licensed store actually opens, there is no legal way to buy cannabis in this state.
The new registry recognizes Nebraska patients registered under the 2026 rules. It does not yet give any of them a store to shop at.

There is no Nebraska dispensary tax to explain yet, because there are no Nebraska dispensary sales. The costs that exist right now are the registry fee, a practitioner visit, and the penalties that still apply to anyone buying outside the program while it comes online.

Will the December date hold?
Treat it as a projection. New state programs slip frequently, and Alabama needed five years between its law and its first sale.

Nebraska is a few months from having a market and no closer than that today. Both carry real consequences here that they would not carry one state over.
