About 7,500 people live in the city, but every July the personal-use dipnet fishery packs the beaches and the traffic count triples, which is the single biggest seasonal swing any Peninsula business plans around.

The borough tried to close the door on commercial cannabis and voters said no. In October 2017 a proposition to ban commercial marijuana in the unincorporated Kenai Peninsula Borough failed roughly two to one, which kept licensing available across the borough rather than confining it to the incorporated cities. Kenai itself permits retail, and the city and borough sales taxes apply at the register on top of the cultivator excise already inside the shelf price.

Retail sits where the traffic is. The Kenai Spur Highway is the spine, running from the Bridge Access junction through town and north toward Nikiski, and Red Run Cannabis Company at 5455 Kenai Spur was the first retail cannabis establishment licensed in the city as well as one of the first cultivators. Kenai River Cannabis holds licenses in the area, and Soldotna, eleven miles east at the Sterling Highway junction, carries its own stores serving the central Peninsula. Kalifornsky Beach Road picks up the south side of the river toward Kasilof.

Alaska Statewide Context

Alaska runs a full adult-use market under the Alcohol and Marijuana Control Office and its five-member Marijuana Control Board. Ballot Measure 2 passed in November 2014, personal possession and home cultivation became legal on February 24, 2015, and commercial sales started on October 29, 2016 when Herbal Outfitters opened in Valdez. Close to 200 retail store licenses appeared on the state renewal list for the 2025-2026 license year, spread from Ketchikan to Nome, and Alaska was one of the few states that added licensees in early 2026 while national counts kept falling.

Buying is strictly in person. Regulations let a store sell only to a customer standing on the licensed premises or waiting at a designated window or curbside pickup spot, so you can order online but you cannot have cannabis brought to your door, your hotel, or your village. A store may not sell one person more than an ounce of usable flower, seven grams of inhalable concentrate, or 5,600 milligrams of THC in combined products per day. Edibles are capped at 10 milligrams of THC per serving and 100 milligrams per package, a limit doubled in September 2021.

Alaska has no state sales tax and no percentage tax at the register. Instead cultivators pay a weight-based excise when product leaves the farm: $50 an ounce for bud, $25 for immature bud, and $15 for trim. That cost is baked into shelf prices before any local tax. Anchorage adds a 5% municipal marijuana sales tax and the Fairbanks North Star Borough adds 5%.

Three things shifted in 2025 and 2026. A federal judge upheld Alaska's restrictions on intoxicating hemp in May 2025, keeping delta-8 and similar products out of gas stations and inside licensed stores. The Anchorage Assembly approved edible-only consumption inside retail shops but indefinitely postponed smoking cafes in October 2025. And House Bill 91, which would cut the $50 ounce tax and swap it for a 6% sales tax, still had not passed as of late August 2026.
