Bells Flats Cannabis Guide: Kodiak, Alaska

Kodiak lands more seafood by volume than almost any port in the United States, and the town of about 5,500 people functions as the service center for a fleet that works the Gulf of Alaska year round. The island has roughly a hundred miles of road, none of it connected to anywhere else, and the ferry and the airport are the only ways in. Base Kodiak, the largest Coast Guard installation in the country, sits seven miles south of downtown and shapes the local population as much as the fleet does.

State cannabis rules apply in full: 21 and older, one ounce a day, no delivery, no consuming in public. The federal overlay is what makes Kodiak different from most Alaska towns. Coast Guard personnel and their families live on and around a federal installation where possession remains prohibited and enforcement is a military matter, so the legal line runs along a fence rather than a city boundary. City sales tax applies at the register on top of the price the cultivator excise already inflated.

Retail is spread along the road system rather than clustered. Downtown near the harbors and the Mill Bay Road corridor serve the in-town population, with High Rise and Wildflower among the licensed operators on the island. Dejavu Cannabis Company operates out in Bells Flats, the valley behind Womens Bay about nine miles south, which puts a counter within reach of the base housing and the Sargent Creek subdivisions without a trip into town. Everything else, from Monashka Bay north to Chiniak forty miles south, drives in.

Alaska runs a full adult-use market under the Alcohol and Marijuana Control Office and its five-member Marijuana Control Board. Ballot Measure 2 passed in November 2014, personal possession and home cultivation became legal on February 24, 2015, and commercial sales started on October 29, 2016 when Herbal Outfitters opened in Valdez. Close to 200 retail store licenses appeared on the state renewal list for the 2025-2026 license year, spread from Ketchikan to Nome, and Alaska was one of the few states that added licensees in early 2026 while national counts kept falling.

Buying is strictly in person. Regulations let a store sell only to a customer standing on the licensed premises or waiting at a designated window or curbside pickup spot, so you can order online but you cannot have cannabis brought to your door, your hotel, or your village. A store may not sell one person more than an ounce of usable flower, seven grams of inhalable concentrate, or 5,600 milligrams of THC in combined products per day. Edibles are capped at 10 milligrams of THC per serving and 100 milligrams per package, a limit doubled in September 2021.

Alaska has no state sales tax and no percentage tax at the register. Instead cultivators pay a weight-based excise when product leaves the farm: $50 an ounce for bud, $25 for immature bud, and $15 for trim. That cost is baked into shelf prices before any local tax. Anchorage adds a 5% municipal marijuana sales tax and the Fairbanks North Star Borough adds 5%.

Three things shifted in 2025 and 2026. A federal judge upheld Alaska's restrictions on intoxicating hemp in May 2025, keeping delta-8 and similar products out of gas stations and inside licensed stores. The Anchorage Assembly approved edible-only consumption inside retail shops but indefinitely postponed smoking cafes in October 2025. And House Bill 91, which would cut the $50 ounce tax and swap it for a 6% sales tax, still had not passed as of late August 2026.

Everything on an Alaska shelf is grown, made, and tested inside Alaska, because nothing can cross a state line. Names that appear on AMCO license rolls and rotate through menus statewide include Greatland Ganja, Rosie Creek Farm, Great Alaskan Bud Company, Dream Green Farms, and Northern Lights Indoor Gardens for flower; Top Hat Concentrates, X-Tracted Laboratories, Cold Creek Extracts, Herban Extracts, and Denali Fire for extracts and carts; and Baked Alaska, Momo's Bakery, Lady Gray Gourmet Medibles, and Kreative Konfections for edibles. Availability is regional, so ask what came in this week rather than hunting a specific label.

Tax reform is the story the industry keeps watching: House Bill 91 would drop the cultivator tax to $12.50 an ounce before replacing it with a 6% sales tax, but it stalled again in the 2026 session. On-site consumption is spreading slowly rather than quickly, with Anchorage allowing edibles indoors and holding the line on smoking. Solventless hash and low-dose beverages are the two categories gaining shelf space fastest, and stores in freight-dependent towns are leaning harder on in-house cultivation to hold prices down.
