Palmer is the agricultural heart of Alaska, laid out in 1935 when federal colonists from the upper Midwest were resettled onto the Matanuska Valley bench, and the street grid, the Colony church and the barn roofs still show it. About 7,400 people live here under Pioneer Peak, the Alaska State Fair fills the fairgrounds every August, and the surrounding farms grow the oversized vegetables the valley is known for. It is a genuinely different town from Wasilla eleven miles west, and its cannabis rules went a different direction too.

Palmer banned commercial cannabis early on, then reversed course. In October 2020, city voters passed a referendum repealing the ban, opening the city to licensed marijuana businesses while Wasilla kept its own prohibition in place. That vote is why Palmer has storefronts inside the city while its neighbor pushes retail out to borough land. Palmer levies a city sales tax and the Matanuska-Susitna Borough does not, so a purchase inside city limits carries a small percentage that the same purchase outside would not.

Edibles are capped at 10 milligrams of THC per serving and 100 milligrams per package, a limit doubled in September 2021.

Alaska has no state sales tax and no percentage tax at the register. Instead cultivators pay a weight-based excise when product leaves the farm: $50 an ounce for bud, $25 for immature bud, and $15 for trim. That cost is baked into shelf prices before any local tax. Anchorage adds a 5% municipal marijuana sales tax and the Fairbanks North Star Borough adds 5%.

Three things shifted in 2025 and 2026. A federal judge upheld Alaska's restrictions on intoxicating hemp in May 2025, keeping delta-8 and similar products out of gas stations and inside licensed stores. The Anchorage Assembly approved edible-only consumption inside retail shops but indefinitely postponed smoking cafes in October 2025. And House Bill 91, which would cut the $50 ounce tax and swap it for a 6% sales tax, still had not passed as of late August 2026.
