That combination - baseball tourists every spring, retirees year-round - shapes a cannabis market with two very different rhythms depending on the season and the neighborhood.

Sunday Goods operates a Surprise location on West Bell Road, part of a chain that started with Phoenix-area stores and has since added Tempe, Laveen, and now Surprise, giving the city a recognizable Arizona-grown brand alongside other licensed shops competing along the same corridor. Sun City Grand and other age-restricted communities to the west support steady demand for topicals and low-dose products, distinct from the younger, more flower-focused buyers near the city center.

Retail clusters along the Bell Road corridor running through the middle of the city, near Surprise Stadium and the city center to the east, and scattered locations serving the western retirement communities. Showing up clearly for one of those zones matters more here than chasing a single citywide 'Surprise dispensary' ranking, since shoppers already know which part of town they're standing in.

Arizona voters approved Proposition 207 — the Smart and Safe Arizona Act — in November 2020, and adult-use retail sales began in January 2021, building on a medical program that has operated under the Arizona Medical Marijuana Act since 2010. As of September 2026, the Arizona Department of Health Services (ADHS) licenses more than 100 dual medical/recreational dispensaries statewide, most of them medical operators that added adult-use service rather than brand-new standalone shops built for recreational buyers only.

Retail is heaviest in the Phoenix metro, where national multistate operators including Trulieve, Curaleaf, and Zen Leaf compete against Arizona-grown chains such as Sol Flower, Sunday Goods, and Tucson's D2 Dispensaries. State law caps the standard license pool at one Marijuana Establishment License per ten registered pharmacies statewide, on top of the 13 rural licenses ADHS allocated in April 2021 to counties with fewer than two existing dispensaries and the 26 social equity licenses it finished awarding in April 2022 to applicants from communities most affected by prior marijuana enforcement. Smaller cities such as Flagstaff, Prescott, and Yuma each support a handful of shops rather than the dozens clustered in Phoenix or Tucson.

Adults 21+ pay a 16% state marijuana excise tax on top of the standard 5.6% state transaction privilege tax plus city and county tax, which pushes most receipts to roughly 24-27% total at checkout; registered medical patients skip the 16% excise tax entirely, which is why renewing a card still pencils out for regular buyers even in a recreational-legal state. Delivery is legal statewide through ADHS-licensed dispensaries and their approved delivery partners under the current delivery rules — unmarked, GPS-tracked vehicles with a locked product compartment and an ID check at the door — that took effect November 1, 2024.

There are no licensed cannabis consumption lounges anywhere in Arizona, and public consumption remains illegal even in cities with dozens of dispensaries. No Arizona tribal community runs an operating cannabis dispensary as of this writing, though the Salt River Pima-Maricopa Indian Community decriminalized possession on tribal land in 2022. Solventless concentrates and infused pre-rolls keep gaining shelf space statewide, while resort towns like Scottsdale and Sedona carry a visible tourist premium that Yuma or Prescott Valley shops don't.

Arizona's dispensary map mixes national multistate operators with homegrown chains, and shelf lineups vary by region. Trulieve operates across a wide swath of the state including Chandler, Glendale, Mesa, Peoria, Phoenix, Scottsdale, Tempe, and Tucson. Curaleaf runs locations including Gilbert and Sedona. Zen Leaf operates in Phoenix, including its Arcadia and North Cave Creek Road locations. Arizona-grown Sol Flower has ten stores across the Tucson and Phoenix markets, and Sunday Goods has expanded from its original Phoenix-area stores into Tempe, Laveen, and Surprise. Tucson's independent scene includes D2 Dispensaries, which runs three stores across the city, and The Prime Leaf near the University of Arizona. Always confirm a dispensary's ADHS license before ordering delivery from a name you don't recognize.

Solventless concentrates and infused pre-rolls continue taking shelf space from standard live resin and single-paper joints statewide. The November 2024 statewide delivery rules opened up real competition on speed and radius between dispensaries that used to compete on storefront experience alone, and the 2022 social equity license class has mostly opened by now, adding new ownership groups to a market long dominated by the original 2016-17 medical operators.
