Union Pacific's shops built this city, and the rail yards still cut through the middle of it. Argenta, the district facing downtown Little Rock across the river, turned into galleries, a theater, Dickey-Stephens Park and the arena that headlines the north bank. Farther out, Park Hill holds the 1920s brick homes, Lakewood wraps around its lakes and fountain, and Levy and Rose City carry the older working neighborhoods along the freight corridors.

For medical cannabis, the city line matters more than the river. Amendment 98 anchored each dispensary license to a specific address, and none of the Pulaski County licenses landed inside North Little Rock. That leaves roughly sixty-five thousand residents choosing between two short drives, both requiring the same state-issued patient card, the same photo identification and the same statewide balance check at the register.

The nearest counter, and the busiest one in Arkansas, is Natural Relief Dispensary on East Kiehl Avenue in Sherwood, about ten minutes from most of the north side by way of Landers Road or Highway 107. It took the largest share of all Arkansas medical marijuana sales in the first half of 2026. Heading south instead, the Good Day Farm store on Cantrell Road is a fast trip over the Broadway or Main Street bridges from Argenta, and the Kanis Road counter now branded Codes is a further ten minutes west. Which one a household uses tends to follow which bridge or freeway ramp they already take to work.

Arkansas Statewide Context

Arkansas legalized medical cannabis when voters approved Amendment 98 in November 2016, and the first legal sale in the state happened in Hot Springs on May 10, 2019. Three agencies split the work: the Arkansas Medical Marijuana Commission, housed inside the Department of Finance and Administration, awards cultivation and dispensary licenses; the Alcoholic Beverage Control Division enforces the rules and registers the agents who work behind the counter; and the Department of Health runs the patient registry and issues the cards.

The retail footprint is capped by the amendment itself at forty dispensary licenses and eight cultivation licenses. The state's own fiscal 2025 report counted thirty-seven licensed dispensaries with thirty-six of them in operation, and the DFA counted thirty-six licensed through June 2026, down from thirty-seven a year earlier, with a Texarkana license still on the books whose location has closed. Patients bought $140.3 million worth of product in the first half of 2026, down 2.6 percent year over year, on an average purchase of $75.14. Active patient cards kept climbing anyway, reaching 119,074 in July 2026.

At the register the bill carries three layers of tax: the general state sales rate of 6.5 percent, a medical marijuana privilege charge of 4 percent, and whatever local rate the city and county set, which usually totals somewhere between 11 and 13 percent. Cards cost $50 through the Department of Health, run up to a year, and require a written certification from an Arkansas-licensed physician.

Two things changed the ground under this program recently. The Eighth Circuit cleared the way for Arkansas to enforce its intoxicating-hemp ban in June 2025, which pulled delta-8 gummies and hemp THC vapes off gas station shelves and pushed those buyers toward licensed dispensaries. Then in December 2025 the Arkansas Supreme Court ruled that the General Assembly can amend a voter-approved constitutional amendment, which means the rules governing Amendment 98 can now be rewritten in the Capitol rather than at the ballot box.
