Proposition 64 protections still apply to individuals: adults 21 and over may possess an ounce of flower or eight grams of concentrate and grow six plants at a private residence.

The nearest licensed counters are a serious drive. California City, out in the eastern Kern desert, has a single licensed retailer on Neuralia Road. Heading north, Porterville in Tulare County carries three licensed stores including one on North Main Street, with more in Tulare, Farmersville and Woodlake. Hanford and Lemoore in Kings County add a few more. Every one of those is over an hour from downtown Chester Avenue, which is why delivery does the real work here.

California got here first and got here messily. Proposition 215 made it the first medical state in 1996, Proposition 64 passed on November 8, 2016 with about 57% of the vote, and licensed adult-use sales opened January 1, 2018. Access is a map problem, not a legality problem. The Department of Cannabis Control counts roughly 56% of California cities and counties as not allowing retail. Delivery is what fills those holes: state rule 16 CCR 5416(d) lets a licensed retailer deliver into any jurisdiction in California, a Fresno County judge dismissed the 25-jurisdiction challenge to that rule in November 2020, and Senate Bill 1186 separately bars locals from blocking medicinal deliveries.

Two 2026 changes matter at the counter. AB 8 took effect January 1, 2026 and pulled smokable hemp, hemp pre-rolls and synthetic cannabinoids like delta-8 and HHC out of gas stations and vape shops - intoxicating product now belongs to licensed dispensaries. And AB 1775 cafes are finally real: Palm Springs adopted its lounge ordinance in December 2025, San Francisco's took effect August 23, 2026, and Sacramento is phasing in a pilot of up to 40 in-dispensary lounges.
