Legoland California and the Flower Fields at Armada Drive bring several million visitors a year, three lagoons cut across the city, and the Village district near the Coaster station has become the walkable core that most of the rest of Carlsbad is not.
The cannabis rules are absolute. Chapter 8.90 of the municipal code prohibits marijuana dispensaries and every other commercial cannabis land use in all zones, with no provision anywhere in the code permitting an operation of any kind. The Department of Cannabis Control's ordinance record, updated in June 2025, lists Carlsbad storefront retail as prohibited and delivery as limited to medicinal only - the minimum SB 1186 requires cities to allow. Personal use survives untouched: adults 21 and over may possess an ounce and grow six plants at a private residence.

Two 2026 changes matter at the counter.
