Chico Market Overview

Chico is a college town of about 101,000 built around California State University, Chico and Bidwell Park, a 3,670-acre municipal park that runs eleven miles up Big Chico Creek from downtown into the foothills. Sierra Nevada Brewing has been here since 1980. The 2018 Camp Fire that destroyed Paradise sent roughly twenty thousand displaced residents down the ridge into this city, and the housing market never recovered from the shock. Almond and walnut orchards fill the valley floor in every direction.

Cannabis retail arrived late and small. The city awarded three retail licenses in December 2022 under a formula allocating roughly one permit per 25,000 residents, and it is not accepting further commercial cannabis applications. Stores must sit 600 feet from elementary schools and 1,000 feet from middle and high schools. Butte County prohibits every category of commercial cannabis in its unincorporated areas, and Oroville, Paradise and Gridley all ban retail, which leaves these three Chico stores as the only licensed counters in the county.

All three are easy to place. Sweet Flower operates at 1998 Alcott Avenue in the south-side commercial area off Park Avenue. Embarc holds 185 Cohasset Road on the corridor running north from downtown toward the airport. Oregrown, an Oregon-founded operator, sits at 1408 Park Avenue on the south end of the Park Avenue strip. None of them are more than about ten minutes from the university campus.

Chico's three retailers deliver across the city and out into unincorporated Butte County, up the ridge toward Paradise and Magalia, and south toward Durham and Oroville. That is legal despite those areas banning cannabis businesses, because a store holding a state license may serve any address in California, and local medicinal-delivery bans stopped being enforceable when SB 1186 took effect in January 2024. Windows inside the city usually run 45 minutes to two hours; ridge addresses take considerably longer. Minimums generally start near $50, and drivers check a photo ID matching the order.

Sweet Flower is a Southern California retailer that expanded north into the Alcott Avenue location. Embarc runs a compliance-forward operation on Cohasset Road and holds licenses in several California cities. Oregrown came out of Bend, Oregon and brought that operator's house lines to Park Avenue. Because only three stores exist, brand availability varies more here than in a dense market, so calling ahead about a specific product is reasonable. On categories, Emerald Triangle indoor flower and valley sun-grown ounces are the strongest local value. Verify a delivery service's DCC license number before ordering.

Pricing in Chico

Three stores serving a county of 200,000 means less price pressure than a Sacramento or Stockton market. Eighths run $20 to $55, carts $18 to $55, ounces $80 to $150. Add 15% state excise and Chico's 9.25% sales tax at the register. Student-focused promotions and weekday deal days are common, and they are the main way pricing moves in this market.

2026 Trends in Chico

The closed application window has locked the market at three licensees while the surrounding county keeps prohibiting retail entirely, so all Butte County legal spending funnels through Chico. AB 564 returned the state excise to 15% on October 1, 2025 after three months at 19%, trimming out-the-door totals. Nothing has been adopted here under AB 1775. For any of the three stores, corridor-level visibility is what pulls a Paradise or Oroville buyer who has to drive in regardless.
