Lake Murray Cannabis Guide: La Mesa, California

La Mesa covers about nine square miles east of San Diego, roughly 62,000 people in a city that calls itself the Jewel of the Hills and still runs an Oktoberfest down La Mesa Boulevard every fall. Two Green Line trolley stations, Grossmont Center, Sharp Grossmont Hospital and the walkable Village district give it more going on than its size suggests. It sits at the hinge between the city of San Diego and East County, which shapes everything about its retail.

Cannabis is the clearest example. Measure U, adopted by voters in November 2016 with 53% support, wrote medicinal retail into the municipal code through a conditional use permit process. Chapter 6.11, adopted by the council in October 2019, regulates adult-use businesses and lets them co-locate at Measure U-approved retail sites - no standalone adult-use storefront is authorized. The result is roughly fifteen active state retail licenses inside nine square miles, and a decade of operation that a local publication summed up in July 2026 by calling La Mesa the Amsterdam of San Diego.

The stores sit on four main runs. University Avenue holds Wellgreens at 7180, BUZZ at 7584, LiT at 7729 and Lucky's at 6957. El Cajon Boulevard carries Urbn Leaf holds 7339, another licensee sits at 7323, and Cookies occupies 7935. La Mesa Boulevard has The Reserve SD at 8744 and HiKei at 8939. The Grossmont side holds Jungle Boys at 8160 Parkway Drive, Backpack Boyz at 8260 Parkway Drive, EMBR at 8300 Center Drive and The Grove at 8155 Center Street, with Wellgreens on Lake Murray Boulevard and Dr. Greenthumb's on Campo Road.

California got here first and got here messily. Proposition 215 made it the first medical state in 1996, Proposition 64 passed on November 8, 2016 with about 57% of the vote, and licensed adult-use sales opened January 1, 2018. Since July 2021 a single agency, the Department of Cannabis Control, licenses growers, manufacturers, distributors, testing labs, retailers and delivery. The result is the biggest legal market anywhere - about 1,250 active storefront retail licenses - sitting on top of a stubborn unlicensed one that still accounts for roughly 60% of what Californians actually consume.

The tax math shifted twice in twelve months. A scheduled increase pushed the state excise tax from 15% to 19% of gross receipts on July 1, 2025. Assembly Bill 564, signed September 22, 2025, reversed it: the rate returned to 15% on October 1, 2025 and is locked there through June 30, 2028, with a review starting in the 2028-29 fiscal year. On top of the excise you pay 7.25% state sales tax plus district add-ons, plus whatever your city charges - 10% in Los Angeles, 7% in Santa Ana, up to 5% in Oakland, 4% in Sacramento, nothing at all in San Francisco, which suspended its local cannabis tax.

Access is a map problem, not a legality problem. The Department of Cannabis Control counts roughly 56% of California cities and counties as not allowing retail. Delivery is what fills those holes: state rule 16 CCR 5416(d) lets a licensed retailer deliver into any jurisdiction in California, a Fresno County judge dismissed the 25-jurisdiction challenge to that rule in November 2020, and Senate Bill 1186 has separately barred locals from blocking medicinal deliveries since January 1, 2024.

Two 2026 changes matter at the counter. AB 8 took effect January 1, 2026 and banned hemp flower, hemp pre-rolls, inhalable hemp-THC products and synthetic cannabinoids like delta-8 and HHC from sale by anyone in California - smoke shops and licensed dispensaries alike - under Business and Professions Code section 26070.2. And AB 1775 cafes are arriving: Palm Springs adopted its lounge ordinance in December 2025, San Francisco's cafe ordinance took effect in August 2026 with permit applications opening that October, and Sacramento is phasing in a pilot of up to 40 in-dispensary lounges.

Two brands are impossible to miss in California: STIIIZY, which runs both a vape line and its own dispensaries from downtown Los Angeles outward, and Cookies, whose licensed flower lines and its own stores in Fresno, Hayward, Modesto and Redding helped define the modern menu. Papa & Barkley, founded in Humboldt County, is the reference point for balms and tinctures and its ratio products stock wellness shelves statewide. Beyond those, buy by farm and category: Sonoma and Humboldt sun-grown flower, solventless hash from small Emerald Triangle processors, and low-dose beverages that have taken over drink coolers since AB 8 cleared hemp seltzers out of grocery stores.

The 2026 story is a market that stopped growing and started consolidating. Licensed retailers rang up $956.7 million in the first quarter of 2026, down from $976.5 million a year earlier, while the Unified Cannabis Enforcement Task Force has destroyed more than 317 tons of illegal cannabis since 2022. AB 8 closed the intoxicating-hemp channel that vape stores had been running, and AB 1775 lounges are opening a hospitality lane in the cities that opted in. Expect more single-store closures, more delivery-only licenses, and more cities revisiting retail bans as budget gaps widen.
