Old Town National City Overview

Old Town National City covers the historic blocks around Heritage Square and Brick Row on A Avenue, where the 1887 rowhouses Frank Kimball built still stand as one of the oldest surviving residential terraces in Southern California. The surrounding streets hold Victorian and craftsman homes on small lots. Cannabis retail is not permitted in the historic core, but the licensed stores in the port district are a few minutes west along 8th or 24th Street.

Delivery in Old Town National City

Old lots here have narrow driveways, so most couriers pass the order over on the front steps, and the short distances across this small city keep the windows brief.

Local Pricing

Households in the historic district order $50 to $100 at a time, favoring $20 to $48 eighths and tinctures suited to older housing where smoking indoors is discouraged.

Old Town National City FAQ

Can a dispensary open in the historic core?

The licensed stores are all in the port-adjacent commercial and industrial blocks instead.

Is smoking allowed on a porch here?

On private property with permission, yes; not on the public sidewalk.

How far is the nearest licensed counter?

A few minutes west toward Hoover or Cleveland Avenue.

Market Overview

Cannabis in Old Town National City, National City

National City is the second-oldest city in San Diego County, incorporated in 1887 on land Frank Kimball bought from a Mexican land grant, and today about 56,000 people live in its four and a half square miles between Naval Base San Diego and the Sweetwater River. The Mile of Cars along National City Boulevard is the best-known auto row in the region, the port terminal here handles more imported vehicles than anywhere else on the West Coast, and the population is majority Latino with one of the largest Filipino-American communities in California.

Cannabis retail is licensed and concentrated near the bay. Four state retail licenses are active at National City addresses: STIIIZY at 3239 Hoover Avenue, Off the Charts at 1930 Cleveland Avenue, Buzz Cannabis on Harbor Drive, and Sessions at 700 Bay Marina Drive. That last one is the notable case. Sessions by the Bay opened in early 2025 as San Diego County's first legal cannabis consumption lounge, with a ground-floor dispensary, a 5,000-square-foot second-floor lounge, and a rooftop level planned. It is co-owned by the Sycuan tribe and partners with a neighboring restaurant for food service.

The stores sit in the industrial and marina districts west of Interstate 5 rather than on the residential grid. Hoover Avenue, Cleveland Avenue, Harbor Drive and Bay Marina Drive all run through the port-adjacent blocks, which puts every licensed counter within a few minutes of the 24th Street trolley station and the Bay Marina Drive freeway exit. Chula Vista to the south and San Diego to the north both license retail as well, so this stretch of the South Bay has no shortage of legal supply.

California Statewide Context

California got here first and got here messily. Proposition 215 made it the first medical state in 1996, Proposition 64 passed on November 8, 2016 with about 57% of the vote, and licensed adult-use sales opened January 1, 2018. Since July 2021 a single agency, the Department of Cannabis Control, licenses growers, manufacturers, distributors, testing labs, retailers and delivery. The result is the biggest legal market anywhere - about 1,250 active storefront retail licenses - sitting on top of a stubborn unlicensed one that still accounts for roughly 60% of what Californians actually consume.

The tax math shifted twice in twelve months. A scheduled increase pushed the state excise tax from 15% to 19% of gross receipts on July 1, 2025. Assembly Bill 564, signed September 22, 2025, reversed it: the rate returned to 15% on October 1, 2025 and is locked there through June 30, 2028, with a review starting in the 2028-29 fiscal year. On top of the excise you pay 7.25% state sales tax plus district add-ons, plus whatever your city charges - 10% in Los Angeles, 7% in Santa Ana, up to 5% in Oakland, 4% in Sacramento, nothing at all in San Francisco, which suspended its local cannabis tax.

Access is a map problem, not a legality problem. The Department of Cannabis Control counts roughly 56% of California cities and counties as not allowing retail. Delivery is what fills those holes: state rule 16 CCR 5416(d) lets a licensed retailer deliver into any jurisdiction in California, a Fresno County judge dismissed the 25-jurisdiction challenge to that rule in November 2020, and Senate Bill 1186 has separately barred locals from blocking medicinal deliveries since January 1, 2024.

Two 2026 changes matter at the counter. AB 8 took effect January 1, 2026 and banned hemp flower, hemp pre-rolls, inhalable hemp-THC products and synthetic cannabinoids like delta-8 and HHC from sale by anyone in California - smoke shops and licensed dispensaries alike - under Business and Professions Code section 26070.2. And AB 1775 cafes are arriving: Palm Springs adopted its lounge ordinance in December 2025, San Francisco's cafe ordinance took effect in August 2026 with permit applications opening that October, and Sacramento is phasing in a pilot of up to 40 in-dispensary lounges.

Shopping Guide

What to Buy in Old Town National City

Product availability in Old Town National City, National City follows California regulations. Here's what's available and what to expect:

🌿 Flower

Flower is where California's oversupply shows up in your favor: eighths of solid indoor run $25-$45 and full ounces of outdoor or light-dep have been trading in the $60-$90 range. Croptober harvest drops each fall push prices lower still.

💨 Vape Cartridges

Half-gram and gram carts, all-in-one disposables and live-resin pods dominate menus, tested for pesticides, heavy metals and residual solvents under DCC lab rules. Since AB 8 took effect in January 2026, inhalable THC derived from industrial hemp cannot be sold anywhere in California - the vapes on a dispensary menu are cannabis-derived.

🚬 Pre-Rolls

Singles, infused pre-rolls and multi-packs of half-gram joints are the volume category statewide, typically $8-$18 for a single and $25-$45 for a five-pack. Hemp pre-rolls disappeared from every retail channel under AB 8, dispensaries included.

🍫 Edibles

California caps adult-use edibles at 10 mg THC per serving and 100 mg per package; medicinal packages can reach 1,000 mg. Gummies, chocolates, mints and low-dose beverages are all standard, with fast-acting emulsions common in the drink aisle.

💎 Concentrates

Live resin, rosin, badder, sauce, diamonds and hash rosin are widely stocked, with solventless tiers priced well above BHO. Your legal carry limit for any of it is 8 grams total.

💧 Tinctures & Oils

Sublingual tinctures in THC, CBD and balanced ratios sit in nearly every store, often from the same companies making topicals. Dosing droppers make them the usual starting point for older buyers moving off pills.

🧴 Topicals

Balms, lotions, transdermal patches and bath soaks are sold without a purchase-limit headache, since non-inhaled topicals are a wellness category more than a high. Humboldt-made balms travel especially well on menus statewide.

Brands

Top Cannabis Brands in Old Town National City

These California-licensed brands are available at dispensaries serving Old Town National City, National City:

Two brands are impossible to miss in California: STIIIZY, which runs both a vape line and its own dispensaries from downtown Los Angeles outward, and Cookies, whose licensed flower lines and its own stores in Fresno, Hayward, Modesto and Redding helped define the modern menu. Papa & Barkley, founded in Humboldt County, is the reference point for balms and tinctures and its ratio products stock wellness shelves statewide. Beyond those, buy by farm and category: Sonoma and Humboldt sun-grown flower, solventless hash from small Emerald Triangle processors, and low-dose beverages that have taken over drink coolers since AB 8 cleared hemp seltzers out of grocery stores.
