Ontario Mills Area Cannabis Guide: Ontario, California

Ontario is the logistics capital of the Inland Empire: an international airport that has grown into a major air cargo hub, the convention center, Ontario Mills as one of the largest outlet malls in the western United States, and warehouse space measured in square miles. It is a city built on moving goods - and it has decided that cannabis is not one of the goods it will move. Section 6-18 of the municipal code prohibits marijuana dispensaries, and the city treats commercial cannabis establishments as prohibited uses across its jurisdiction.

The prohibition applies to businesses, not to people. Adults 21 and over in Ontario have the same Proposition 64 rights as anyone else in California: possession up to an ounce, eight grams of concentrate, and six plants grown indoors at a private residence. Delivery from state-licensed retailers based elsewhere is legal here and cannot be blocked by local ordinance, a point the state regulator defended successfully in court against a coalition of cities.

The airport adds a wrinkle no other Inland Empire city has to explain as often. Cannabis is legal in California and illegal federally, so anything you carry through the terminal is subject to federal jurisdiction and to the destination state laws - flying to a prohibition state with a legally purchased product is a real problem, not a technicality. Shopping in person means driving east. Fontana holds three dispensary permits and opened its first shop on Sierra Avenue in the spring of 2024; farther out, San Bernardino licenses retail near the Hospitality Lane interchange and through the commercial belt around it. An operator on either of those streets is the default option for hundreds of thousands of Ontario-area residents.

California got here first and got here messily. Proposition 215 made it the first medical state in 1996, Proposition 64 passed on November 8, 2016 with about 57% of the vote, and licensed adult-use sales opened January 1, 2018. Since July 2021 a single agency, the Department of Cannabis Control, licenses growers, manufacturers, distributors, testing labs, retailers and delivery. The result is the biggest legal market anywhere - about 1,250 active storefront retail licenses - sitting on top of a stubborn unlicensed one that still accounts for roughly 60% of what Californians actually consume.

The tax math shifted twice in twelve months. A scheduled increase pushed the state excise tax from 15% to 19% of gross receipts on July 1, 2025. Assembly Bill 564, signed September 22, 2025, reversed it: the rate returned to 15% on October 1, 2025 and is locked there through June 30, 2028, with a review starting in the 2028-29 fiscal year. On top of the excise you pay 7.25% state sales tax plus district add-ons, plus whatever your city charges - 10% in Los Angeles, 7% in Santa Ana, up to 5% in Oakland, 4% in Sacramento, nothing at all in San Francisco, which suspended its local cannabis tax.

Access is a map problem, not a legality problem. The Department of Cannabis Control counts roughly 56% of California cities and counties as not allowing retail. Delivery is what fills those holes: state rule 16 CCR 5416(d) lets a licensed retailer deliver into any jurisdiction in California, a Fresno County judge dismissed the 25-jurisdiction challenge to that rule in November 2020, and Senate Bill 1186 has separately barred locals from blocking medicinal deliveries since January 1, 2024.

Two 2026 changes matter at the counter. AB 8 took effect January 1, 2026 and banned hemp flower, hemp pre-rolls, inhalable hemp-THC products and synthetic cannabinoids like delta-8 and HHC from sale by anyone in California - smoke shops and licensed dispensaries alike - under Business and Professions Code section 26070.2. And AB 1775 cafes are arriving: Palm Springs adopted its lounge ordinance in December 2025, San Francisco's cafe ordinance took effect in August 2026 with permit applications opening that October, and Sacramento is phasing in a pilot of up to 40 in-dispensary lounges.

Two brands are impossible to miss in California: STIIIZY, which runs both a vape line and its own dispensaries from downtown Los Angeles outward, and Cookies, whose licensed flower lines and its own stores in Fresno, Hayward, Modesto and Redding helped define the modern menu. Papa & Barkley, founded in Humboldt County, is the reference point for balms and tinctures and its ratio products stock wellness shelves statewide. Beyond those, buy by farm and category: Sonoma and Humboldt sun-grown flower, solventless hash from small Emerald Triangle processors, and low-dose beverages that have taken over drink coolers since AB 8 cleared hemp seltzers out of grocery stores.

The 2026 story is a market that stopped growing and started consolidating. Licensed retailers rang up $956.7 million in the first quarter of 2026, down from $976.5 million a year earlier, while the Unified Cannabis Enforcement Task Force has destroyed more than 317 tons of illegal cannabis since 2022. AB 8 closed the intoxicating-hemp channel that vape stores had been running, and AB 1775 lounges are opening a hospitality lane in the cities that opted in. Expect more single-store closures, more delivery-only licenses, and more cities revisiting retail bans as budget gaps widen.
