Redding sits where the Sacramento Valley runs out and the mountains start, a city of roughly 93,000 at the junction of Interstate 5 and Highway 299 with Mount Shasta to the north and Whiskeytown to the west. The cannabis rules split sharply at the city limit. Redding's municipal code permits up to ten dispensaries, licensed through the city on top of a state license from the Department of Cannabis Control, with a commercial cannabis business tax under Chapter 4.10. California Statewide Context
California got here first and got here messily. Proposition 215 made it the first medical state in 1996, Proposition 64 passed on November 8, 2016 with about 57% of the vote, and licensed adult-use sales opened January 1, 2018. On top of the excise you pay 7.25% state sales tax plus district add-ons, plus whatever your city charges - 10% in Los Angeles, Oakland and Santa Ana, 4% in Sacramento, nothing at all in San Francisco, which suspended its local cannabis tax.
Access is a map problem, not a legality problem. The Department of Cannabis Control counts roughly 56% of California cities and counties as not allowing retail. Delivery is what fills those holes: state rule 16 CCR 5416(d) lets a licensed retailer deliver into any jurisdiction in California, a Fresno County judge dismissed the 25-jurisdiction challenge to that rule in November 2020, and Senate Bill 1186 separately bars locals from blocking medicinal deliveries.
Two 2026 changes matter at the counter. AB 8 took effect January 1, 2026 and pulled smokable hemp, hemp pre-rolls and synthetic cannabinoids like delta-8 and HHC out of gas stations and vape shops - intoxicating product now belongs to licensed dispensaries. And AB 1775 cafes are finally real: Palm Springs adopted its lounge ordinance in December 2025, San Francisco's took effect August 23, 2026, and Sacramento is phasing in a pilot of up to 40 in-dispensary lounges.
