What none of it includes is a permit category for cannabis, and none has been proposed at the council.

Personal rights run on state law. Anyone at and above may carry a full ounce of flower, stay under the separate quarter-ounce concentrate ceiling, grow six screened plants at one home, and buy from a licensed retailer anywhere in California. Public use carries an infraction, which sweeps in the pier, the sand, the greenbelt and the Main Street sidewalks. The state excise sits at 15% following the AB 564 rollback effective October 1, 2025.

The county line does the heavy lifting here. Cross the San Gabriel River into Long Beach and you enter one of the densest licensed retail markets in Southern California, with storefronts on Pacific Coast Highway, Second Street in Belmont Shore, Atlantic Avenue and Anaheim Street, several of them under fifteen minutes from Old Town. Inland, the four licensed Stanton stores strung along Monroe Avenue and Chestnut Avenue are about eight miles east. Those two clusters supply essentially all of Seal Beach.

California Statewide Context

California got here first and got here messily. Proposition 215 made it the first medical state in 1996, Proposition 64 passed on November 8, 2016 with about 57% of the vote, and licensed adult-use sales opened January 1, 2018. Since July 2021 a single agency, the Department of Cannabis Control, licenses growers, manufacturers, distributors, testing labs, retailers and delivery. Two 2026 changes matter at the counter. AB 8 took effect January 1, 2026 and banned hemp flower, hemp pre-rolls, inhalable hemp-THC products and synthetic cannabinoids like delta-8 and HHC from sale by anyone in California - smoke shops and licensed dispensaries alike - under Business and Professions Code section 26070.2. And AB 1775 cafes are arriving: Palm Springs adopted its lounge ordinance in December 2025, San Francisco's cafe ordinance took effect in August 2026 with permit applications opening that October, and Sacramento is phasing in a pilot of up to 40 in-dispensary lounges.
