Stanton incorporated in 1956 largely to stop Anaheim from annexing the area and putting a sewage plant on it, and the city has spent most of the seven decades since as a small, working-class enclave squeezed between much larger neighbors. Three square miles, roughly 38,000 people and a chronically thin general fund created exactly the conditions under which a council will look seriously at cannabis revenue when almost every city around it will not.
It did. Voters passed Measure A on November 5, 2019, setting a cannabis business tax of 6% of gross receipts on retail, 4% on manufacturing, 3% on distribution, 2.5% where testing labs are concerned, and cultivation billed by the square foot adjusted annually for inflation. The council followed with Ordinance 1100 in June 2020, establishing zoning standards and capping permits at four in each of seven business categories, with the application screening window running that September and October. The result today is more than a million dollars a year in cannabis tax for a city that badly needed it.
The retail cluster is concentrated enough to walk. Monroe Avenue, an industrial street off Beach Boulevard, carries three of the four licensed storefronts within a few hundred feet of each other: Haven at 8260, Kannabis Works at 8230 and Catalyst at 8130. Culture Cannabis Club sits on Chestnut Avenue nearby. That short run of frontage serves Westminster, Garden Grove, Cypress, Buena Park, Anaheim, Fountain Valley and most of north Orange County, none of which permit a storefront of their own.
California Statewide Context
California got here first and got here messily. Proposition 215 made it the first medical state in 1996, Proposition 64 passed on November 8, 2016 with about 57% of the vote, and licensed adult-use sales opened January 1, 2018. On top of the excise you pay 7.25% state sales tax plus district add-ons, plus whatever your city charges - 10% in Los Angeles, 7% in Santa Ana, up to 5% in Oakland, 4% in Sacramento, nothing at all in San Francisco, which suspended its local cannabis tax.
Access is a map problem, not a legality problem. The Department of Cannabis Control counts roughly 56% of California cities and counties as not allowing retail. Delivery is what fills those holes: state rule 16 CCR 5416(d) lets a licensed retailer deliver into any jurisdiction in California, a Fresno County judge dismissed the 25-jurisdiction challenge to that rule in November 2020, and Senate Bill 1186 has separately barred locals from blocking medicinal deliveries since January 1, 2024.
Two 2026 changes matter at the counter. AB 8 took effect January 1, 2026 and banned hemp flower, hemp pre-rolls, inhalable hemp-THC products and synthetic cannabinoids like delta-8 and HHC from sale by anyone in California - smoke shops and licensed dispensaries alike - under Business and Professions Code section 26070.2. And AB 1775 cafes are arriving: Palm Springs adopted its lounge ordinance in December 2025, San Francisco's cafe ordinance took effect in August 2026 with permit applications opening that October, and Sacramento is phasing in a pilot of up to 40 in-dispensary lounges.
