Stockton sits at the head of a deepwater channel that runs 75 nautical miles inland from the Golden Gate, which is why a farm city of 320,000 has an ocean port. The University of the Pacific has been here since 1924 and holds the oldest charter of any university in the state; Delta College, the Stockton Arena and the Miracle Mile give the city its civic anchors. The 2012 bankruptcy is still part of the local story, and the recovery since has been uneven from one district to the next.

Cannabis retail is well established. The city issues non-storefront delivery permits and storefront retailer permits separately, requiring land-use approval, an operator permit, employee permits and a business license, with buffers holding stores 600 feet off any school and 300 feet clear of residential zoning. Roughly nine active retail and microbusiness licenses currently carry Stockton addresses. San Joaquin County prohibits storefronts in unincorporated areas while allowing delivery, and Lodi bans retail entirely, so Stockton absorbs a lot of county demand.

The stores follow the arterials. East Hammer Lane in the northeast holds Off The Charts at number 3008 and another licensee farther east at 3706. Pacific Avenue carries Zen Garden Wellness at 7632, and West Lane has Coastal at 7840. California Statewide Context

California got here first and got here messily. Proposition 215 made it the first medical state in 1996, Proposition 64 passed on November 8, 2016 with about 57% of the vote, and licensed adult-use sales opened January 1, 2018. Since July 2021 a single agency, the Department of Cannabis Control, licenses growers, manufacturers, distributors, testing labs, retailers and delivery. The result is the biggest legal market anywhere - about 1,250 active storefront retail licenses - sitting on top of a stubborn unlicensed one that still accounts for roughly 60% of what Californians actually consume.

The tax math shifted twice in twelve months. A scheduled increase pushed the state excise tax from 15% to 19% of gross receipts on July 1, 2025. Assembly Bill 564, signed September 22, 2025, reversed it: the rate returned to 15% on October 1, 2025 and is locked there through June 30, 2028, with a review starting in the 2028-29 fiscal year. On top of the excise you pay 7.25% state sales tax plus district add-ons, plus whatever your city charges - 10% in Los Angeles, 7% in Santa Ana, up to 5% in Oakland, 4% in Sacramento, nothing at all in San Francisco, which suspended its local cannabis tax.

Access is a map problem, not a legality problem. The Department of Cannabis Control counts roughly 56% of California cities and counties as not allowing retail. Delivery is what fills those holes: state rule 16 CCR 5416(d) lets a licensed retailer deliver into any jurisdiction in California, a Fresno County judge dismissed the 25-jurisdiction challenge to that rule in November 2020, and Senate Bill 1186 has separately barred locals from blocking medicinal deliveries since January 1, 2024.

Two 2026 changes matter at the counter. AB 8 took effect January 1, 2026 and banned hemp flower, hemp pre-rolls, inhalable hemp-THC products and synthetic cannabinoids like delta-8 and HHC from sale by anyone in California - smoke shops and licensed dispensaries alike - under Business and Professions Code section 26070.2. And AB 1775 cafes are arriving: Palm Springs adopted its lounge ordinance in December 2025, San Francisco's cafe ordinance took effect in August 2026 with permit applications opening that October, and Sacramento is phasing in a pilot of up to 40 in-dispensary lounges.
