Public consumption is an infraction. The 15% state excise applies at whichever counter you use, following the rollback from 19% that took effect October 1, 2025 under AB 564. A local prohibition on retail does not restrict any of those personal rights.
What matters commercially sits immediately west. Santa Ana licensed a large retail sector, and its permitted stores cluster across the warehouse pocket around St. Gertrude Place, Warner Avenue and Dyer Road, along South Grand Avenue and up Harbor Boulevard, generating roughly $10 million a year in cannabis tax for that city. From Red Hill Avenue or Newport Avenue those addresses are a ten-minute drive. Costa Mesa's Newport Boulevard and Harbor Boulevard row is the next cluster south, and Stanton's four Monroe Avenue and Chestnut Avenue retailers sit about eight miles northwest.
California Statewide Context
California got here first and got here messily. Proposition 215 made it the first medical state in 1996, Proposition 64 passed on November 8, 2016 with about 57% of the vote, and licensed adult-use sales opened January 1, 2018.
