Ventura - San Buenaventura on the paperwork - is a beach city of about 110,000 between the Santa Clara River and the Ventura River, built around a 1782 mission, a pier and a downtown that runs from the county government offices to the sand. It legalized cannabis retail the slow way, through a 2020 ballot measure, and then spent nearly three years working through permits before the first store opened.
The permit math is the local story. City rules allow a maximum of five storefront or non-storefront retailers. Six businesses were conditionally awarded permits, and three of them never opened - deadlines expired, real estate fell through, financing did not materialize. What is left is a three-store market: Embarc Ventura at 1890 East Main Street, which opened as the city first adult-use dispensary in 2023; Wheelhouse at 4591 Market Street; and the Shryne-operated STIIIZY location at 1860 South Victoria Avenue. In March 2025 the city manager issued cannabis retailer rules and regulations providing guidance for permit holders seeking to extend a conditional permit, which is the mechanism the remaining awardees work under.
Geographically those three addresses tell you where the commercial zoning allows retail: the East Main corridor heading toward the county government center, the Market Street commercial strip near the freeway, and the South Victoria Avenue corridor that runs down toward Oxnard. Those are the blocks a Ventura shopper drives to, and the blocks a store owner in this market competes on. With only three open counters serving a city this size plus the beach visitor traffic, each one draws from well beyond its own neighborhood.
California Statewide Context
California got here first and got here messily. Proposition 215 made it the first medical state in 1996, Proposition 64 passed on November 8, 2016 with about 57% of the vote, and licensed adult-use sales opened January 1, 2018. Since July 2021 a single agency, the Department of Cannabis Control, licenses growers, manufacturers, distributors, testing labs, retailers and delivery. The result is the biggest legal market anywhere - about 1,250 active storefront retail licenses - sitting on top of a stubborn unlicensed one that still accounts for roughly 60% of what Californians actually consume.
The tax math shifted twice in twelve months. A scheduled increase pushed the state excise tax from 15% to 19% of gross receipts on July 1, 2025. Assembly Bill 564, signed September 22, 2025, reversed it: the rate returned to 15% on October 1, 2025 and is locked there through June 30, 2028, with a review starting in the 2028-29 fiscal year. On top of the excise you pay 7.25% state sales tax plus district add-ons, plus whatever your city charges - 10% in Los Angeles, 7% in Santa Ana, up to 5% in Oakland, 4% in Sacramento, nothing at all in San Francisco, which suspended its local cannabis tax.
Access is a map problem, not a legality problem. The Department of Cannabis Control counts roughly 56% of California cities and counties as not allowing retail. Delivery is what fills those holes: state rule 16 CCR 5416(d) lets a licensed retailer deliver into any jurisdiction in California, a Fresno County judge dismissed the 25-jurisdiction challenge to that rule in November 2020, and Senate Bill 1186 has separately barred locals from blocking medicinal deliveries since January 1, 2024.
Two 2026 changes matter at the counter. AB 8 took effect January 1, 2026 and banned hemp flower, hemp pre-rolls, inhalable hemp-THC products and synthetic cannabinoids like delta-8 and HHC from sale by anyone in California - smoke shops and licensed dispensaries alike - under Business and Professions Code section 26070.2. And AB 1775 cafes are arriving: Palm Springs adopted its lounge ordinance in December 2025, San Francisco's cafe ordinance took effect in August 2026 with permit applications opening that October, and Sacramento is phasing in a pilot of up to 40 in-dispensary lounges.
