Victorville sits at the top of the Cajon Pass where the 15 crests into the Mojave, a high desert city of roughly 135,000 that grew on cheap land, freight and the commuters who drive down to the valley before dawn. It was a George Air Force Base town until 1992, and the runway now anchors the Southern California Logistics Airport with its rows of stored airliners. On cannabis the city has been unambiguous: section 13.150.010 of the municipal code prohibits commercial cannabis businesses, and Ordinance 2376 bars commercial cannabis activity across all zoning districts, specific plan areas and overlay zones.

Personal rights are untouched by that. Anyone 21 or over here can carry an ounce, keep eight grams of concentrate and grow six plants indoors at a private residence. What the city has removed is the storefront and every other license category, from cultivation to distribution, which is a notable choice in a place with this much cheap industrial square footage.

The result is a short drive. Adelanto went the other way entirely, drawing a dispensary overlay onto its zoning map and continuing to approve adult use dispensary permits, one of them for a 10,000 square foot indoor facility in its manufacturing industrial district. From most Victorville addresses that is a ten to twenty minute run up Highway 395 or Air Expressway. Barstow, forty minutes northeast on the 15, is the other licensed option in the desert. For a retailer on those Adelanto blocks, the Victor Valley customer base is enormous and entirely captive - the only question is which store a Victorville buyer thinks of first.

California Statewide Context

California got here first and got here messily. Proposition 215 made it the first medical state in 1996, Proposition 64 passed on November 8, 2016 with about 57% of the vote, and licensed adult-use sales opened January 1, 2018. Since July 2021 a single agency, the Department of Cannabis Control, licenses growers, manufacturers, distributors, testing labs, retailers and delivery. Access is a map problem, not a legality problem. The Department of Cannabis Control counts roughly 56% of California cities and counties as not allowing retail. Delivery is what fills those holes: state rule 16 CCR 5416(d) lets a licensed retailer deliver into any jurisdiction in California, a Fresno County judge dismissed the 25-jurisdiction challenge to that rule in November 2020, and Senate Bill 1186 has separately barred locals from blocking medicinal deliveries since January 1, 2024.

Two 2026 changes matter at the counter. AB 8 took effect January 1, 2026 and banned hemp flower, hemp pre-rolls, inhalable hemp-THC products and synthetic cannabinoids like delta-8 and HHC from sale by anyone in California - smoke shops and licensed dispensaries alike - under Business and Professions Code section 26070.2. And AB 1775 cafes are arriving: Palm Springs adopted its lounge ordinance in December 2025, San Francisco's cafe ordinance took effect in August 2026 with permit applications opening that October, and Sacramento is phasing in a pilot of up to 40 in-dispensary lounges.
