Cannabis retail has not followed. The Department of Cannabis Control's ordinance record lists Visalia as prohibiting all commercial cannabis activity, and the city amended its ban only far enough to permit delivery-only medicinal retailers after SB 1186 required cities to allow medicinal patient access. On July 20, 2026 the council approved a framework ordinance establishing zoning, eligibility rules and a lottery-based selection process for cannabis businesses - a structure for a decision the city has not yet made. It authorized no sales.

Licensed retail sits just outside the city. Farmersville, eight miles east on Highway 198, has three licensed stores on a single street: Token Farms at 483 Noble Avenue, Valley Pure at 293 Noble Avenue and Platinum Connection at 685 Noble Avenue. Tulare, ten miles south, holds Herb'n Vibes on North J Street plus Token Farms and Valley Pure on Retherford Street. Woodlake to the northeast has two more, and Porterville adds three. Two county-permitted retailers also carry Visalia mailing addresses on Avenue 304 and Avenue 296, outside city limits.

California Statewide Context

California got here first and got here messily. Proposition 215 made it the first medical state in 1996, Proposition 64 passed on November 8, 2016 with about 57% of the vote, and licensed adult-use sales opened January 1, 2018. Delivery is what fills those holes: state rule 16 CCR 5416(d) lets a licensed retailer deliver into any jurisdiction in California, a Fresno County judge dismissed the 25-jurisdiction challenge to that rule in November 2020, and Senate Bill 1186 has separately barred locals from blocking medicinal deliveries since January 1, 2024.

Two 2026 changes matter at the counter. AB 8 took effect January 1, 2026 and banned hemp flower, hemp pre-rolls, inhalable hemp-THC products and synthetic cannabinoids like delta-8 and HHC from sale by anyone in California - smoke shops and licensed dispensaries alike - under Business and Professions Code section 26070.2. And AB 1775 cafes are arriving: Palm Springs adopted its lounge ordinance in December 2025, San Francisco's cafe ordinance took effect in August 2026 with permit applications opening that October, and Sacramento is phasing in a pilot of up to 40 in-dispensary lounges.
