Campus West Cannabis Guide: Fort Collins, Colorado

Fort Collins built its identity on Colorado State University and craft beer - New Belgium Brewing, Odell, and Anheuser-Busch's local plant all sit within city limits - and its cannabis retail scene grew up alongside that same craft, college-town culture. Roughly 33,000 CSU students give the city one of the highest per-capita 21-to-24 populations in northern Colorado, concentrated around the Campus West strip just south of the main quad.

Old Town Square, the pedestrian plaza that reportedly inspired parts of Disneyland's Main Street design, anchors the city's historic core and draws heavy tourist and evening foot traffic that overlaps with several nearby dispensaries. Fort Collins opted into Colorado's retail cannabis system from the very start in 2014, giving the city more than a decade to build out a mature dispensary base compared to late adopters like Colorado Springs.

Retail clusters along a few corridors: College Avenue running from Old Town south past CSU's campus, the Harmony Road commercial strip on the city's south side, and a handful of shops in Midtown near the Foothills Mall redevelopment. A dispensary on College Avenue or Harmony Road is exactly what most Fort Collins shoppers are already searching for by corridor name. The city's western foothills neighborhoods, climbing toward Horsetooth Reservoir, add a smaller, more recreation-focused dispensary presence to that overall retail map.

Colorado voters passed Amendment 64 in November 2012, and the first legal recreational sales in the country happened here on January 1, 2014, alongside Washington State. Fourteen years later, in September 2026, Colorado runs one of the most mature, price-competitive cannabis markets in America, with hundreds of licensed dispensaries from downtown Denver to ski towns above 9,000 feet.

Retail works through the Marijuana Enforcement Division (MED), inside the Colorado Department of Revenue, which licenses every cultivator, processor, and store. Adults 21+ buy without a medical card anywhere in the state; registered medical patients pay less tax and carry more product. A purchase runs 20%-30% combined tax depending on the city - a 15% state retail marijuana sales tax, a 15% state excise tax baked into the wholesale price, and local sales tax. Medical sales skip the 15% retail tax and pay only the standard 2.9% state sales tax plus local tax.

The single biggest change of 2025-2026 happened in the state's second-largest city. Colorado Springs banned recreational sales for over a decade even as its medical dispensaries multiplied, until voters passed Ballot Question 300 in November 2024. The city's first 22 recreational storefronts opened April 15, 2025, all converted from existing medical licenses, and the city now collects an extra 5% local tax on recreational purchases earmarked for public safety, mental health, and veteran PTSD programs.

Delivery remains the exception, not the rule. State law lets each city decide for itself, and most of Colorado hasn't opted in - as of September 2026 the state lists just ten retail delivery permits, held in Denver, Aurora, Broomfield and Westminster, while Colorado Springs bans delivery outright. Home grow stays generous statewide: 6 plants per adult, no more than 3 flowering at once, capped at 12 plants per household no matter how many adults live there. One quirk worth knowing before a mountain trip: edibles hit harder and slower at altitude, so dispensary staff across the high country tell first-timers to start at half their usual dose.

Colorado's cannabis brands are largely homegrown and have operated since the market's early years. Wana Brands, founded in Boulder, is the top-selling edibles brand in North America and stocks nearly every Colorado dispensary shelf; Incredibles is the other long-running Denver-based edibles name most shoppers recognize. On the flower and concentrate side, 710 Labs and Green Dot Labs are the two names Colorado's craft-cannabis scene built its reputation on, both known for small-batch, pesticide-free growing and premium live rosin. Veritas Fine Cannabis has one of the state's most consistent craft-flower reputations. For vapes, beverages, and topicals, ask the counter staff which brand posts current lab results (a Certificate of Analysis) for the specific batch on the shelf - Colorado requires testing, but potency and freshness still vary store to store.

The 2025-2026 story in Colorado is Colorado Springs finally joining the recreational market after more than a decade of local prohibition, instantly adding the state's second-largest city and its existing medical dispensary base to the adult-use map. Delivery adoption is spreading slowly rather than statewide - watch for more Front Range suburbs following Denver and Aurora's lead rather than a single new state law. Consumption lounges keep expanding past Denver's early adopters as more cities issue hospitality licenses, giving tourists a legal place to use product that still can't be smoked in most hotel rooms or on public streets.
