Savannah's Historic District squares and the working port along the Savannah River draw one of Georgia's largest tourist populations, and the city decriminalized possession under 1 ounce in 2018, cutting the penalty to a $150 fine with no jail time - the second major Georgia city to do so after Atlanta. Tybee Island followed with its own decriminalization ordinance in 2021.

None of that makes recreational cannabis legal. State troopers and Chatham County deputies can still charge the full state penalty regardless of the city ordinance, and visitors flying in from adult-use states should not assume Savannah's laws work the same way. Registered Georgia medical patients are the only people who can legally purchase, and only in person.

Both of Savannah's nearest dispensaries sit in Pooler, about 15 minutes west via I-16: Botanical Sciences and Trulieve each operate a storefront along the Pooler retail corridor near the outlet mall, a stretch any Chatham County store owner would recognize as the area's dispensary cluster. Hemp-derived THC drinks and low-dose edibles remain legal for 21+ at River Street shops and downtown bottle shops, but smokable hemp flower disappeared from most shelves once Georgia's total-THC testing standard took effect in 2024. Cruise-ship and convention visitors make up a large share of the city's traffic and should not assume Savannah's decriminalization ordinance means anything close to legal recreational access.

Georgia legalized a narrow medical cannabis program in 2015 and spent nearly a decade building almost nothing on top of it - dispensaries did not open until 2023, and the product list stayed frozen at low-THC oil, capsules, and topicals capped at 5% THC. That changed on May 12, 2026, when Governor Brian Kemp signed Senate Bill 220, the Putting Georgia's Patients First Act, and most of its provisions took effect July 1, 2026. The program itself was renamed from "low-THC oil" to "medical cannabis," the old 5% THC ceiling was replaced with a 12,000 mg total-THC possession limit (1,200 mg per package), and registered patients 21 and older gained the right to vaporize raw flower and extract for the first time - though smoking and public consumption both remain flatly prohibited.

Lupus, severe arthritis, and severe insomnia joined the qualifying-conditions list, and the state dropped the requirement that conditions like cancer, multiple sclerosis, and Parkinson's disease be "severe" or "end-stage" before a patient qualifies. As of mid-2026, roughly 34,500 Georgians are registered - still the lowest enrollment rate of any state with a legal program - and that number is expected to climb as easier qualification and a broader product menu reach more physicians' offices.

The retail side has grown alongside the law. As of August 2026 the GMCC lists about 20 licensed dispensary locations statewide, split between Trulieve and Botanical Sciences as the two largest operators, plus roughly 72 independent pharmacies licensed by the Georgia Board of Pharmacy - Georgia was the first state to let ordinary pharmacies dispense medical cannabis. Coverage stays concentrated in metro Atlanta and middle Georgia; there is no home grow and no delivery anywhere in the program.

Recreational cannabis remains fully illegal, with no adult-use bill near passage. Separately, low-dose hemp-derived THC drinks and edibles (10 mg per serving, 21+) are legal under 2024's SB 494, but that law also outlawed smokable hemp flower and most delta-8/delta-10/THCA products - enforcement has pulled those off shelves since late 2024. A short list of cities has separately decriminalized small amounts of marijuana by ordinance, which lowers the local fine but does not make possession legal.

Trulieve and Botanical Sciences are Georgia's two largest licensed operators as of 2026, together running most of the roughly 20 open dispensary locations statewide - Trulieve in Macon, Marietta, Newnan, Pooler, Evans, and Columbus; Botanical Sciences in Marietta, Pooler, Chamblee, Stockbridge, and the Atlanta metro. A smaller number of additional dispensary storefronts, plus about 72 independent pharmacies licensed by the Georgia Board of Pharmacy, round out the market. Every licensed product carries required lab results - ask staff for the batch's certificate of analysis before buying, especially now that flower and vape products are new to Georgia shelves.

The story of 2026 is SB 220: a nine-year-old program that sold only oil, capsules, and topicals suddenly added flower, vapes, and a mg-based possession limit in one law. Watch for the GMCC to keep clarifying the line between an approved "ingestible" and a banned candy-style edible, and for dispensary counts to keep climbing past 20 as more of the roughly 34,500 registered patients get access closer to home.
