The city's history as home to the former Illinois State Penitentiary (Joliet Correctional Center, made famous by "The Blues Brothers") gives it name recognition well beyond its roughly 150,000 population, and downtown's historic district has leaned into that identity for tourism even as the prison itself closed in 2002.

The same law also went after intoxicating hemp: sales to anyone under 21 stopped immediately in June, and from November 12, 2026 any hemp product carrying more than 0.4 milligrams of THC per container is effectively banned outside the licensed cannabis system, which should push a good share of gas-station hemp buyers toward dispensary counters.
