The city's own zoning and licensing decisions have kept dispensaries out of Naperville proper even as neighboring communities approved multiple storefronts each.

That gap is a policy choice, not a legal one; Illinois state law does not bar Naperville from licensing a dispensary, but the city council has not moved to change local zoning to allow one as of September 2026. Residents who want to shop legally drive to Aurora's Route 59 corridor, Addison's dispensary cluster, or Bolingbrook - all within 20-30 minutes depending on which side of Naperville someone lives on.
