Its northern neighbor still runs no recreational program and nothing resembling a broad medical one, so crossing back with anything bought legally in Illinois is both a state and federal crime. Rockford dispensaries serve a real volume of Wisconsin residents from Beloit and Janesville who can buy and legally consume only while still inside Illinois.
