Patients here have instead been driving to whichever neighboring county opened first, a rotating answer that has shifted throughout 2026 as the OMC's list of operating stores grew from Beaver Dam outward.

Owensboro Health, the city's dominant hospital system, and Kentucky Wesleyan College give the city a base of both patients and prescribers, so once a local dispensary does open, demand is unlikely to be the bottleneck; getting a lease signed and inventory stocked has been the slower part for Daviess County specifically. Kentucky's medical cannabis program exists because of Senate Bill 47, which Governor Andy Beshear signed on March 31, 2023, after years of failed legalization attempts in Frankfort. Recreational cannabis remains a crime in Kentucky, and simple possession without a valid card can still bring charges even a few counties from an open dispensary. That gap matters most along the state's borders: Illinois, Virginia, Missouri, and Ohio all allow adult-use sales, but carrying anything across the state line back into Kentucky is a federal offense no matter where it was purchased legally.
