Owensboro is Kentucky's fourth-largest city with about 60,000 residents. Located on the Ohio River in western Kentucky, the city is known for its BBQ culture and will have a licensed medical cannabis dispensary serving Daviess County.

As of January 2026, Owensboro's dispensary is preparing to open. The city's proximity to Indiana (where cannabis remains illegal) means Kentucky patients from the region will have local access.

Kentucky legalized medical cannabis through Senate Bill 47, signed by Governor Andy Beshear on March 31, 2023. The program officially launched January 1, 2025, though it took until December 13, 2025 for the first dispensary—The Post in Beaver Dam—to open its doors.

As of January 2026, Kentucky's medical cannabis program is in its early stages. The first dispensary sold out within seven days of opening, highlighting the intense demand among the state's 23,000+ registered patients. More dispensaries are expected to open throughout early 2026 as cultivation ramps up.

Kentucky requires all medical cannabis to be grown and processed in-state, which initially limited supply. Cultivators like Armory Kentucky and Farmtucky are ramping up production to meet demand. The state has licensed 48 dispensaries across the commonwealth, with one per county (except Louisville and Lexington, which each have two).

To access medical cannabis in Kentucky, patients must have a qualifying medical condition, receive a written certification from a registered practitioner (in-person visit required for initial certification), and obtain a state-issued medical cannabis card. The card costs $25 and is valid for one year.

Important restrictions: Kentucky does NOT allow smoking of raw cannabis. Patients must vaporize flower or use other approved products like edibles, tinctures, oils, and vape cartridges. Home cultivation is NOT permitted.

Recreational cannabis remains illegal in Kentucky. Only registered medical patients with valid cards can purchase from licensed dispensaries. Possession without a medical card remains a criminal offense.

The program is expected to expand significantly throughout 2026 as more dispensaries open, cultivation increases, and product variety improves.

Cannabis delivery is NOT legal in Kentucky. All medical cannabis must be purchased in-person at licensed dispensaries. Patients must present their valid Kentucky medical cannabis registry ID card at the dispensary.
