The headline 2025-2026 story is regulatory, not retail: Act 693 finished moving retailer oversight from the Board of Pharmacy to LDH on January 1, 2025, the March 2025 emergency rule renamed dispensaries to retailers, and a January 2026 final rule locked the framework in. Meanwhile the adult-use pilot bill (HB 627) died in committee in June 2025, so the medical-only structure holds through the rest of 2026.
