Monroe sits on the Ouachita River in Louisiana's northeast corner, a region built on timber, natural gas, and agriculture that also happens to be the birthplace of Delta Air Lines, founded here in 1925 as a crop-dusting operation before it ever carried a passenger. That aviation and agricultural heritage still shapes the local economy, alongside the University of Louisiana Monroe, home to one of the South's most respected pharmacy schools - a detail that gives Monroe's own medical cannabis pharmacy an unusually direct connection to the academic community training the next generation of Louisiana pharmacists.

Delta Medmar, LLC holds the region's base permit at 1707 McKeen Place, and runs two satellites that extend its reach across Northeast Louisiana: one in West Monroe, just across the Ouachita River, and another in Ruston, about 35 miles west in Lincoln Parish, home to Louisiana Tech University. Between the three addresses, Delta Medmar covers most of the northeast corner of the state without concentrating every patient into a single downtown location.

The McKeen Place base sits in a part of Monroe with a mix of medical offices and retail, giving it steady daytime traffic beyond just its enrolled patient base. ULM's pharmacy students and faculty, timber and agricultural workers from the surrounding parishes, and a smaller professional class tied to the university round out a patient population that pharmacists here describe as unusually engaged with the technical side of the program.

Louisiana calls its medical cannabis outlets "therapeutic marijuana pharmacies," and that is not a marketing label - it is the actual legal structure. 2025 brought the biggest structural shift in years: Act 693 of 2024 moved retailer oversight from the Louisiana Board of Pharmacy to LDH's own Cannabis Program effective January 1, 2025, and an emergency rule that March formally renamed the license type from "dispensary" to "retailer" and locked in the 30-site cap. None of this touches the possession limit, which remains 71 grams of flower per patient per 14-day window, or the requirement that every purchase still starts with a physician's recommendation.

Running alongside the medical program is a separate, tighter hemp-derived THC track. Act 752 of 2024 caps hemp edibles at 5 mg of THC per serving, bans every inhalable hemp product outright, and restricts sales to buyers 21 and older at permitted retailers - never gas stations. A medical card is still the only legal way to buy real-potency flower in Louisiana.

The ten regional retailers carrying that supply include H&W (New Orleans and Kenner-area satellites), Crescent City Therapeutics (Kenner), Capitol Wellness Solutions (Baton Rouge), Hope Pharmacy (Bossier City/Shreveport), The Apothecary Shoppe (Lafayette), Medicis (Lake Charles), Green Leaf Dispensary (Morgan City/Houma), Delta Medmar (Monroe), The Medicine Cabinet Pharmacy (Pineville/Alexandria), and Willow Pharmacy (Covington/Slidell). The headline 2025-2026 story is regulatory, not retail: Act 693 finished moving retailer oversight from the Board of Pharmacy to LDH on January 1, 2025, the March 2025 emergency rule renamed dispensaries to retailers, and a January 2026 final rule locked the framework in. Meanwhile the adult-use pilot bill (HB 627) died in committee in June 2025, so the medical-only structure holds through the rest of 2026. On the hemp side, Act 752's inhalable ban and 5 mg serving caps have visibly thinned gas-station and convenience-store shelves since ATC enforcement began in January 2025.
