Old West Side Cannabis Guide: Ann Arbor, Michigan

Ann Arbor made cannabis a local political question fifty years before the rest of Michigan did. A 1972 city ordinance reduced possession to a $5 civil fine, Hash Bash has gathered on the University of Michigan Diag every April since, and when statewide adult-use licensing opened in December 2019 an Ann Arbor retailer, Exclusive Brands, held the first adult-use retail license the state issued and opened that first morning alongside two other local shops. That head start compounded: this city of roughly 124,000 now supports more than 20 licensed dispensaries, one of the densest retail clusters per resident in the state.

What that density buys you is price. Ann Arbor stores fight each other for a student and hospital-worker customer base that comparison-shops aggressively, so daily deal boards, ounce specials and first-time discounts run harder here than in most Michigan markets. Delivery is widely available from stores that hold their own retail licenses, and the city has moved to authorize on-site consumption licensing, which would make it one of the first places in Michigan where a lounge and a store can operate on the same block.

The retail geography is easy to read. South State Street from downtown to the I-94 interchange carries the heaviest concentration, including the Varsity Drive and Airport Boulevard cluster where several larger operators sit in converted light-industrial space. Main Street holds the walkable downtown storefronts, among them Om of Medicine at 111 South Main, one of the longest-operating cannabis businesses in the state. Washtenaw Avenue runs east toward Ypsilanti past more stores, Plymouth Road serves the north side, and Stadium Boulevard picks up west-side traffic. Neighborhoods like Burns Park and Water Hill have no storefront of their own but sit minutes from three.

Michigan voters approved the Michigan Regulation and Taxation of Marihuana Act in November 2018, and the first adult-use sales rang up on December 1, 2019. Seven years on, this is one of the largest legal markets in the country: licensed stores moved roughly $1.48 billion in adult-use product in the first six months of 2026 alone, and the all-time total passed $16.5 billion by the end of June. Michigan also does something few mature markets manage - it stays cheap. Cannabis Regulatory Agency figures put the average adult-use ounce of flower at $59.85 in February 2026 and $58.18 in June, the lowest statewide average in the nation.

Buying is simple. Bring a government ID showing you are 21, walk into any CRA-licensed retailer, and pay. No residency requirement, no registry, no card. The catch is geography: roughly three-quarters of Michigan's municipalities opted out of hosting cannabis businesses, so stores bunch heavily into the communities that said yes - Detroit, Ann Arbor, Ypsilanti, Bay City, Traverse City, the Indiana-border strip around New Buffalo - while whole tiers of suburbs have none. Possession is capped at 2.5 ounces on your person and 10 ounces at home, with anything past 2.5 ounces stored in a locked container. Adults may grow up to 12 plants per residence out of public view.

Taxes are what changed. On top of the original 10% adult-use excise and Michigan's 6% sales tax, House Bill 4951 - the Comprehensive Road Funding Tax Act signed October 7, 2025 - added a 24% excise tax on wholesale transfers of adult-use marijuana starting January 1, 2026. Growers and processors pay it before product ever reaches a shelf, and shoppers absorb it in the retail price. Retail prices still fell year over year, but license counts and store closures moved the wrong way, and by August 2026 both chambers in Lansing had repeal bills on file.

Michigan has a deep bench of homegrown brands, which matters more here than in states dominated by out-of-state operators. Lume Cannabis Co. is the biggest vertically integrated name in the state, though its house-grown flower is sold only inside its own roughly forty stores rather than on other retailers' shelves. Grasshopper Farms grows sun-grown outdoor flower on acreage near Paw Paw and prices accordingly. Mitten Extracts and MKX Oil Co. are two of the most widely stocked vape lines on Michigan shelves. Redemption Cannabis donates a share of revenue to cannabis-conviction relief work and sells statewide. Common Citizen and Glorious Cannabis Co. round out the flower and concentrate categories in most larger stores. Ask what was harvested most recently rather than what has the highest number printed on the jar.

Three things define Michigan cannabis in 2026. First, the 24% wholesale tax that landed January 1 has not raised what lawmakers promised - collections ran roughly $70 million behind pace in the first third of the fiscal year - which is why Senate Bill 810 was filed in February and House Bill 6224 followed in August. Second, the market is consolidating: monthly sales have held near $250 million, but active retail licenses and store counts are declining for the first time since 2019 as thin margins push weaker operators out. Third, on-site consumption is still a three-venue market - Hazel Park, Kalkaska and Kalamazoo - though Detroit has authorized up to 35 lounge licenses of its own. Shoppers are searching by price per ounce and by store rather than by brand.
