Three things define Michigan cannabis in 2026. First, the 24% wholesale tax that landed January 1 has not raised what lawmakers promised - collections ran roughly $70 million behind pace in the first third of the fiscal year - which is why Senate Bill 810 was filed in February and a House repeal bill followed in August. Second, the market is consolidating: monthly sales have held near $250 million, but active retail licenses and store counts are declining for the first time since 2019 as thin margins push weaker operators out.
