Victory Drive Cannabis Guide: Mankato, Minnesota

Mankato is south-central Minnesota's regional hub, built where the Blue Earth River empties into the Minnesota and anchored by Minnesota State University, Mankato. Legal cannabis sales here sit entirely on the east side: RISE opened at 201 Sioux Rd, Suite 100, in the Mankato Crossing center on September 17, 2025, the first recreational counter anywhere in southern Minnesota.

Sioux Road is a short commercial spur off Adams Street, the arterial carrying east-side traffic between Madison Avenue and the US Highway 14 interchange, in the same retail pocket as River Hills Mall. That is worth knowing before you set a route, because it is nowhere near the Victory Drive strip on the far west side of town where highway arrivals often assume the store must be.

A second option is close behind. Prairie Island Indian Community's cannabis arm has an off-reservation Island Peži dispensary planned at 1809 Adams St in the River Place Center, roughly a block from RISE, pending final Office of Cannabis Management approval. As of September 2026 that store had not opened, so every legal purchase inside the city still happens at the Sioux Road counter, and the whole licensed market sits within a few hundred yards of one intersection.

The university adds a steady stream of first-time adult-use buyers to the customer base, and shoppers from Blue Earth, Nicollet, and Le Sueur County towns with no dispensary of their own drive in on top of that. Statewide tax and possession rules apply here exactly as they do in the Twin Cities, and no courier is licensed to bring cannabis to any address in Minnesota.

Minnesota legalized adult-use cannabis possession, use, and home grow for adults 21 and older on August 1, 2023, under HF 100. The Office of Cannabis Management (OCM), created by that same law, regulates licensing, testing, and retail statewide. But state-licensed, non-tribal retail sales did not begin until September 16, 2025, when Vireo Growth's Green Goods dispensaries - already operating as medical providers since 2015 - flipped on adult-use sales at their eight Minnesota locations, starting in downtown Minneapolis. Legal retail existed in Minnesota well before that: Red Lake Nation's NativeCare made the state's first legal adult-use sale on August 1, 2023, the same day legalization took effect, and White Earth Nation's Waabigwan Mashkiki opened in Mahnomen days later. Both tribes operated under their own sovereign authority, ahead of any state licensing framework.

As of September 2026, the market is a genuine mix of three retail types. Tribal dispensaries - Red Lake's NativeCare and White Earth's Waabigwan Mashkiki - sell on reservation land and, under a first-of-its-kind 2025 compact between White Earth Nation and the state, at off-reservation storefronts in Moorhead, St. Cloud, East Grand Forks, and Chanhassen. State-licensed dispensaries, regulated by the OCM, have grown from a handful at launch to roughly 100+ storefronts statewide by late summer 2026, concentrated in the Twin Cities metro but expanding into Rochester, Duluth, and other regional hubs. And Minnesota's hemp-derived THC market - 5 mg-per-serving edibles and beverages sold in liquor stores, breweries, taprooms, co-ops, and gas stations - has operated since 2022 under a separate, lower-potency regulatory track and remains widely available even where marijuana dispensaries have not yet opened.

Retail cannabis carries a 15% state cannabis gross receipts tax (raised from 10% effective July 1, 2025), the 6.875% state sales tax, and local sales tax, landing in the low-to-mid 20% range at checkout. Adults may possess 2 ounces in public, 2 pounds at home, grow 8 plants (4 flowering), and buy at 21+. Delivery licenses exist under Chapter 342 but the OCM had not opened applications as of mid-2026, so anyone offering cannabis "delivery" is really moving separately regulated hemp beverages, not dispensary product.

Frostbite Dispensary in Roseville made history in February 2026 selling the first non-tribal, Minnesota-grown flower - proof the cultivation supply chain caught up with retail demand after the 2025 launch. Expect continued store openings through the rest of 2026 as OCM works through its backlog.

Vireo Growth's Green Goods operates eight combined medical/adult-use dispensaries statewide, including the Minneapolis and Rochester locations, and was the first non-tribal operator to sell adult-use cannabis, on September 16, 2025. Frostbite Dispensary in Roseville made history in February 2026 as the first non-tribal retailer to sell Minnesota-grown flower. Red Lake Nation's NativeCare and White Earth Nation's Waabigwan Mashkiki are the two tribal operators selling to the public, with Waabigwan Mashkiki also running off-reservation stores in Moorhead, St. Cloud, East Grand Forks, and Chanhassen under its 2025 compact with the state. Ask any dispensary staff which licensed cultivator supplied a given product and for the batch's lab results before buying.

Search interest in Minnesota centers on where a licensed store actually exists near a given city, tribal-versus-state pricing and tax differences, and confusion between hemp-derived 5 mg beverages and full-potency dispensary products. Store counts have grown fast since the September 2025 launch, so freshness matters more here than in mature markets - verify a location is still open before directing traffic to it.
