The city's population has grown rapidly over the past two decades, drawing families and professionals commuting into St. Paul and Minneapolis via I-494. Woodbury's population has more than doubled since the early 2000s, and its single-store cannabis market has not yet caught up to that growth the way its retail and restaurant sectors have.

Minnesota legalized adult-use cannabis possession, use, and home grow for adults 21 and older on August 1, 2023, under HF 100. The Office of Cannabis Management (OCM), created by that same law, regulates licensing, testing, and retail statewide.
