Last Chance Gulch bends through downtown Helena along the path of the original 1864 placer diggings, now a pedestrian walking mall of restaurants, bookstores, the Myrna Loy theater, and offices full of lobbyists during session. The Cathedral of St. Helena rises a few blocks east. No dispensaries operate on the Gulch itself; licensing pushed retail north to Euclid Avenue, about a five-minute drive or a twenty-minute walk uphill from the middle of the mall. Session traffic in January doubles the lunchtime crowd on these blocks without adding a single place to buy.

Helena is a government town wrapped around a gold-rush gulch. The Capitol, the state agencies, and the Supreme Court employ a large share of the workforce, Carroll College sits above the west side, and the Fort Harrison VA Medical Center serves veterans from across western Montana. The Cannabis Control Division that writes the rules for every dispensary in the state has its offices here, which gives the local market an unusual proximity to its own regulator.

Two mature plants and two seedlings per adult are legal at home, locked and out of sight.
