Homestead National Park Cannabis Guide: Beatrice, Nebraska

Where people in Homestead National Park actually buy, what it costs, and what is legal in Beatrice, Nebraska as of September 2026.

Informational only. We don’t sell or deliver cannabis and we’re not a dispensary.

Homestead National Park Overview

Homestead National Historical Park lies four miles west of Beatrice on the site of one of the first claims filed under the 1862 Homestead Act, with a heritage center, restored tallgrass prairie and the original Freeman school building. It draws visitors from across the country. Because it is federal ground, cannabis possession there is a federal matter rather than a state infraction, and no Nebraska medical protection applies. Park rangers handle enforcement under federal authority.

Delivery in Homestead National Park

Delivering marijuana onto national park land is a federal violation on top of state law. Nebraska has licensed no dispensary in any case, so no lawful order could originate for the site.

Local Pricing

The park sells nothing beyond visitor center merchandise. Anyone wanting hemp goods buys in Beatrice, where a chew tin generally runs $15 to $32.

Homestead National Park FAQ

Is possession different on federal land?

Yes. Federal enforcement applies and is stricter than the state infraction.

Does a Nebraska recommendation help here?

No. State medical protections do not extend onto federal property.

Who enforces the rules?

National Park Service rangers under federal authority.

Market Overview

Cannabis in Homestead National Park, Beatrice

Beatrice is the Gage County seat, a town of about 12,300 on the Big Blue River that runs on manufacturing, agriculture and the institutions that anchor southeast Nebraska. Exmark builds mowers here, Southeast Community College keeps a campus in town, and the Homestead National Historical Park four miles west marks where the first claim under the 1862 Homestead Act was filed. It is the largest community in a district that stretches across ten counties.

The First Judicial District pairs Gage with Saline, Jefferson, Thayer, Fillmore, Johnson, Pawnee, Nemaha, Richardson and Otoe counties, and commission rules allow one dispensary across all of it. That district touches Kansas on the south and the Missouri River on the east, which means residents at its far corners sit closer to out-of-state markets than to whatever Nebraska store eventually opens. No dispensary applications have been accepted, so nothing has been sited.

Borders complicate this corner more than most. Kansas has no comparable program, while Missouri operates adult-use retail across the river from Richardson and Nemaha counties. Buying legally in Missouri does not make possession legal here, and crossing the line with cannabis is a federal offense. The federal Homestead park west of town adds another layer, since possession on federal ground carries federal consequences. Locally the commercial frontage runs along North Sixth Street and Court Street, where the hemp counters sit.

Nebraska Statewide Context

Nebraska is the rarest kind of cannabis state: the medicine is legal to hold, and there is no lawful place to buy it. Initiative 437 took the penalties off patients who possess up to five ounces with a health care practitioner recommendation, and Initiative 438 created the Nebraska Medical Cannabis Commission to license the supply chain. Both took effect in December 2024 after 71 percent and 67 percent approval. Everything since has been implementation, and implementation has been slow.

The commission is housed inside the Nebraska Liquor Control Commission, and the three liquor commissioners sit on it alongside two gubernatorial appointees. It offered its first cultivator licenses in October 2025, a week past the deadline voters wrote into law. All four allowed cultivator licenses are now held. The first legal plants went in the ground after MahaMota Cultivation Company in Raymond cleared inspection in June 2026. Product manufacturer applications opened that same month. No dispensary application window has been announced.

What a Nebraska dispensary will eventually sell is already narrower than anywhere else in the country. Permanent regulations signed by Gov. Jim Pillen on July 1, 2026 prohibit raw flower, pre-rolls, vapes, anything smokable, and edibles of any kind. Tablets, capsules, tinctures, topicals, suppositories, transdermal patches and nebulizer liquids are the legal forms. Purchases are capped at a 30-day supply, and one dispensary cannot sell a patient more than five grams of delta-9 THC in any 90-day period.

Retail is capped at 12 stores statewide, one per judicial district, plus four cultivators and four product manufacturers. Medical cannabis is not subject to sales tax under current Nebraska law. On September 4, 2026 the Nebraska Supreme Court unanimously rejected the signature challenge to the 2024 petitions, though a separate federal preemption appeal is still pending.

Shopping Guide

What to Buy in Homestead National Park

Product availability in Homestead National Park, Beatrice follows Nebraska regulations. Here's what's available and what to expect:

🌿 Flower

Nebraska regulations flatly prohibit dispensary sales of raw cannabis flower, which makes the state an outlier even among restrictive medical programs. Nothing you can smoke will be sold at a licensed Nebraska counter when stores finally open.

💨 Vape Cartridges

Vaporizer cartridges, disposables and any inhalation device are banned from the licensed product list. The one narrow exception is liquid formulated for a nebulizer or medical inhaler, which regulators treat as a delivery device rather than a vape.

🚬 Pre-Rolls

Pre-rolled joints fall under the smokable prohibition and cannot be manufactured or sold by a Nebraska licensee. There is no pathway in the current rules to add them without a regulation rewrite.

🍫 Edibles

Gummies, chocolates, baked goods and infused drinks are all off the list. Regulators did carve out one allowance: an oral tablet may carry a thin flavoring layer so patients can swallow it, which is the closest thing to an edible the rules permit.

💎 Concentrates

Dabbable concentrates such as wax, shatter and live resin have no licensed route to a Nebraska patient. Concentrated oil is permitted only when it is formulated into one of the seven approved delivery formats.

💧 Tinctures & Oils

Tinctures are the workhorse category of the future Nebraska market, since sublingual oil is one of the few formats regulators approved. Expect precise milligram labeling and the five-gram delta-9 purchase cap to shape bottle sizes.

🧴 Topicals

Creams, balms and transdermal patches are approved formats and will likely be the easiest products for a new Nebraska dispensary to source, since they draw the least regulatory attention and need no inhalation hardware.

Brands

Top Cannabis Brands in Homestead National Park

These Nebraska-licensed brands are available at dispensaries serving Homestead National Park, Beatrice:

There are no Nebraska dispensary brands yet because no dispensary has been licensed. What does exist is a public list of licensed cultivators: MahaMota Cultivation Company in Raymond, which cleared inspection in June 2026 and put the first legal plants in Nebraska soil; KRL Med LLC in Washington County, held up by a county zoning reversal; Meadowlark Medicinals, which postponed its inspection; and Midwest Cultivator Group, approved in June 2026 to relocate from Omaha to Gretna. Those four are the entire legal supply chain upstream of a store. On the hemp side, buy nothing without a current certificate of analysis showing total THC, and understand that the attorney general considers many of those products illegal marijuana.
