Atlantic City draws more than 25 million visitors a year to its casino floors and boardwalk, and as of July 2025 it became one of the first two places in New Jersey, alongside Newark, where those visitors can legally smoke cannabis somewhere other than a private residence. High Rollers, located inside the Claridge Hotel at 120 South Indiana Avenue, and SunnyTien, on Atlantic Avenue toward the city's Chelsea section, both received consumption lounge licenses from the Cannabis Regulatory Commission and opened them within months of approval.

That timing matters for a city built entirely around a visitor economy: casino guests, unlike New Jersey residents, generally have nowhere private to legally consume, since hotel rooms and casino floors both prohibit it. The lounges solve a problem Atlantic City had every single day the adult-use market operated without one.

Both dispensaries sell recreational and medical cannabis in addition to running their lounges, and pricing here runs slightly above the statewide average given tourism-driven commercial rents along the Boardwalk and Indiana Avenue corridors. Casino payroll and hospitality-industry shift workers make up a meaningful share of local, non-tourist demand outside peak visitor hours.

Delivery covers Atlantic City's compact footprint, though it can't reach hotel rooms directly, similar to other tourist-heavy markets, so visitors staying on the Boardwalk need to walk to a dispensary rather than order in. Public consumption anywhere outside the two licensed lounges remains illegal, including the beach and Boardwalk itself.

New Jersey voters legalized adult-use cannabis in November 2020, but the Cannabis Regulatory Commission (CRC) didn't finish writing the rulebook until 2022, and the first recreational sale didn't ring up until April 21, 2022. Four-plus years later, the state has grown past 300 licensed dispensaries, moving from a handful of former medical-only Alternative Treatment Centers to a genuine statewide retail footprint reaching from the Hudson County waterfront to the Shore.

The biggest 2025-2026 change is what happens after you buy: the CRC approved New Jersey's first four cannabis consumption lounges in July 2025 (Atlantic City got two, Newark and Merchantville one each), and Jersey City approved two more licenses in March 2026. Before that, there was no legal place in the state to smoke a joint outside a private home. A separate rule change hit hemp drinks: as of April 13, 2026, hemp beverages sold in New Jersey are capped at 5mg THC per serving and 10mg per container.

At checkout, recreational buyers pay the state's 6.625% sales tax, and municipalities can layer on a local cannabis transfer tax of up to 2%, so the total runs 6.625% to roughly 8.625% depending on the town. Registered patients in the New Jersey Medicinal Cannabis Program skip that tax load and buy against a physician-authorized treatment plan instead of the flat 1-ounce-per-visit cap recreational shoppers get. Home cultivation is still a criminal offense either way; home-grow bills have circulated in Trenton but none had passed as of early 2026.

Proximity to New York City and Philadelphia keeps demand above what a state this size would otherwise generate, since neither neighboring downtown has a comparable walk-in retail market. Delivery is legal statewide under the CRC's Class 6 license, though coverage depends on whether a service has built routes to a given town - Hudson County and the I-95 corridor are far better served than rural Sussex or Salem County. Public consumption outside a lounge remains illegal everywhere, sidewalk, park, or parked car.

New Jersey's shelves are dominated by multi-state operators that also run the state's dispensary chains: Verano (Zen Leaf), Curaleaf, Ayr Wellness (Garden State Dispensary), TerrAscend, and Ascend Wellness all cultivate and process in-state under CRC license. Edible and vape brands sold widely across those retailers include Wana, Kiva/Camino, and Rythm-branded cartridges. Smaller in-state cultivators and craft brands rotate through independent dispensaries like URB'N in Newark and Camden Apothecary, so menu selection varies more by store than the big chains suggest.

Consumption lounges are the story of 2026 - four opened in 2025 and Jersey City added two license approvals in March, the first real answer to New Jersey's total ban on public use. Hemp beverages got squeezed by the April 13 THC cap, pushing some shoppers back toward licensed dispensary drinks instead. Delivery routes keep expanding into towns that had none as recently as last year.
