That diversity means Elizabeth's dispensaries serve a broad walk-in customer base rather than the commuter-heavy demand seen in Hudson County.

Jersey Gardens, an outlet complex among the biggest anywhere on the East Coast, sits nearer the port and pulls its own shopping traffic, though no dispensary has landed on its footprint yet.

Pricing in Elizabeth tracks close to the statewide average, and delivery covers the city reliably given its density and central Union County location. A dependable block of the trade comes from registered patients, weighted toward older Portuguese and Cuban residents who have been in the program for years.

Public consumption outside a lounge remains illegal everywhere, sidewalk, park, or parked car.
