SUNY Albany's roughly 17,000 students add a second customer base concentrated around the Pine Hills neighborhood and uptown campus, distinct from the downtown government crowd entirely.

Consumption lounges remain mostly theoretical: regulators cleared a handful of consumption add-on permits for existing shops, yet a real network of standalone lounges hasn't materialized statewide by this September, leaving public use illegal everywhere.
