New York's cannabis market traces back to March 31, 2021, when Governor Andrew Cuomo signed the Marihuana Regulation and Taxation Act (MRTA), legalizing adult-use possession and home cultivation years before a single legal dispensary opened. Consumption lounges remain mostly theoretical: regulators cleared a handful of consumption add-on permits for existing shops, yet a real network of standalone lounges hasn't materialized statewide by this September, leaving public use illegal everywhere.
