Beulah sits at the center of what North Dakota calls its powerbelt, where lignite coal turned a farming township into an industrial community. The Freedom Mine north of town is the largest lignite operation in the country, running draglines that move overburden by the hundred-ton load, and the Great Plains Synfuels Plant northwest of the city remains the only commercial-scale coal gasification facility in the United States. Roughly three thousand people live here; several thousand more work in the surrounding energy complex.

That employment base shapes the local cannabis conversation more than the law does. Mercer County holds no dispensary license, so registered patients drive about eighty miles east toward Bismarck or a similar distance southwest to Dickinson. But mine, plant and transport employers run safety-sensitive testing programs, and North Dakota law does not require any employer to accommodate cannabis use, which means a valid patient card and a job in this industry can still conflict.

Local retail is compact and follows Highway 49 through town, where the grocery, hardware, fuel and service businesses that support a small city cluster together, plus the handful of stores carrying non-intoxicating CBD within the state hemp limits. The older business blocks downtown hold the rest. Lake Sakakawea reaches the county from the north at Beulah Bay, and the recreation traffic it brings in summer is the main outside population this community sees.

North Dakota Statewide Context

North Dakota has been a medical-only state since voters approved the Compassionate Care Act as Initiated Measure 5 in 2016. The first dispensary sales did not happen until March 2019, and the program is run by the Division of Medical Marijuana inside the Department of Health and Human Services, based at 600 East Boulevard Avenue in Bismarck. The state counted 10,317 cards issued as of August 6, 2026.

Retail here is deliberately small. State law caps the market at eight dispensing compassion centers and two manufacturing facilities, and every one of those eight storefronts is currently held by Curaleaf, Pure Dakota Health or Strive Life. Nothing is delivered, nothing is grown at home, and a patient card only protects product bought inside North Dakota from one of those eight counters. Purchases carry the ordinary 5 percent state sales tax plus city and county sales tax; there is no cannabis excise tax on top.

August 1, 2025 brought the biggest expansion the program has had. House Bill 1203 and Senate Bill 2294 added cannabinoid edibles in the form of square hard or soft lozenges capped at 5 mg of THC per serving and 50 mg per package, dropped the in-person requirement for a first certification visit so telehealth now counts, stretched patient cards from one year to two, and raised the application fee to $40. Senate Bill 2293 capped concentrate containers at one gram. Nonresidents can now get a 60-day North Dakota card.

Politically the state has narrowed but not moved. Measure 5 lost 52.55 to 47.45 percent in November 2024, the third defeat in six years. Meanwhile Minnesota opened licensed adult-use retail in September 2025 and Montana has sold adult-use since 2022, which leaves North Dakota ringed by legal stores it gives its own residents no legal way to use.

Sublingual solutions and oils are a standard category and a common starting point for older patients who want dosing they can measure. They fall under the same milligram allowance as concentrates and capsules.
