Pebble Creek Cannabis Guide: Bismarck, North Dakota

Where people in Pebble Creek actually buy, what it costs, and what is legal in Bismarck, North Dakota as of September 2026.

Informational only. We don’t sell or deliver cannabis and we’re not a dispensary.

Pebble Creek Overview

Pebble Creek takes its name from the golf course threaded through the north side, and the homes wrapping the fairways represent some of the higher-value real estate in Burleigh County. It is quiet, newer, and largely owner-occupied, with residents commuting toward the Capitol complex or the hospital campuses. Cannabis access mirrors the rest of north Bismarck: there is nothing licensed anywhere close, so the dispensary run means a full cross-city drive southwest of eight miles or so, usually combined with other errands rather than made on its own.

Delivery in Pebble Creek

Golf-course subdivisions get the same access as every other address in the state, which is counter pickup only. A registered caregiver is the alternative for anyone recovering from surgery or unable to drive.

Local Pricing

Product pricing is uniform. Patients here more often buy tinctures, capsules and lozenges, which put a typical visit in the $40-$90 range rather than by the ounce.

Pebble Creek FAQ

Is cannabis allowed on the course?

No, and public consumption is separately charged under state law.

How far is licensed retail?

About eight miles southwest across the city.

Can I have product shipped?

No, mailing marijuana is illegal regardless of your card.

Market Overview

Cannabis in Pebble Creek, Bismarck

Bismarck is the only city in North Dakota where the cannabis regulator and a licensed dispensary sit in the same zip code footprint. The Division of Medical Marijuana runs the entire eight-store program from an office on the Capitol grounds at 600 East Boulevard Avenue, under the tower that has defined the skyline since 1934. That means the paperwork side of being a patient is unusually visible here, and legislators who vote on the program drive past the retail reality every session.

The buying side is far more ordinary. Pure Dakota Health holds the Burleigh County license and sells to card holders who present the state ID along with a government photo ID. There is no home cultivation allowed anywhere in the state, no adult-use option, and no lawful way to have product brought to a house or apartment. Designated caregivers registered with the state remain the only workaround for patients who cannot make the trip themselves.

Geography puts the store in a useful place. Memorial Highway runs southwest from downtown toward the Missouri River bridge, a corridor already thick with dealerships, service businesses and the traffic moving between Bismarck and Mandan, so the dispensary sits on a route tens of thousands of people use daily. CBD and wellness retail is scattered along State Street north of Divide Avenue and around the Kirkwood Mall area downtown, all of it held to the non-intoxicating list this state allows and nothing stronger. Head shops cluster on the older Broadway and Front Avenue blocks near the rail line.

North Dakota Statewide Context

North Dakota has been a medical-only state since voters approved the Compassionate Care Act as Initiated Measure 5 in 2016. The first dispensary sales did not happen until March 2019, and the program is run by the Division of Medical Marijuana inside the Department of Health and Human Services, based at 600 East Boulevard Avenue in Bismarck. The state counted 10,317 cards issued as of August 6, 2026.

Retail here is deliberately small. State law caps the market at eight dispensing compassion centers and two manufacturing facilities, and every one of those eight storefronts is currently held by Curaleaf, Pure Dakota Health or Strive Life. Nothing is delivered, nothing is grown at home, and a patient card only protects product bought inside North Dakota from one of those eight counters. Purchases carry the ordinary 5 percent state sales tax plus city and county sales tax; there is no cannabis excise tax on top.

August 1, 2025 brought the biggest expansion the program has had. House Bill 1203 and Senate Bill 2294 added cannabinoid edibles in the form of square hard or soft lozenges capped at 5 mg of THC per serving and 50 mg per package, dropped the in-person requirement for a first certification visit so telehealth now counts, stretched patient cards from one year to two, and raised the application fee to $40. Senate Bill 2293 capped concentrate containers at one gram. Nonresidents can now get a 60-day North Dakota card.

Politically the state has narrowed but not moved. Measure 5 lost 52.55 to 47.45 percent in November 2024, the third defeat in six years. Meanwhile Minnesota opened licensed adult-use retail in September 2025 and Montana has sold adult-use since 2022, which leaves North Dakota ringed by legal stores it gives its own residents no legal way to use.

Shopping Guide

What to Buy in Pebble Creek

Product availability in Pebble Creek, Bismarck follows North Dakota regulations. Here's what's available and what to expect:

🌿 Flower

Dried leaves and flowers are the volume seller at all eight counters, sold only to patients 19 and older whose provider has not restricted them to non-combustible forms. Minors in the program cannot buy flower at all.

💨 Vape Cartridges

Vape cartridges and disposables are stocked as cannabinoid concentrates, so they draw from the 6,000 mg THC monthly allowance rather than the flower ounce count. Hemp-derived vapes are separately illegal to sell in North Dakota, because state hemp law excludes any inhalable made from hemp extract.

🚬 Pre-Rolls

Pre-rolled joints are sold as flower and count against the same 2.5-ounce, 30-day purchase ceiling. Selection is thin next to Minnesota or Montana because only two licensed manufacturers supply the entire state.

🍫 Edibles

Edibles only arrived in late August 2025 and the format is narrow by law: hard or soft lozenges in a geometric square shape, 5 mg of THC per serving, 50 mg per package, 310 mg per day of purchasing and 500 mg of possession. Gummies, chocolate, baked goods and THC drinks remain outside the program.

💎 Concentrates

Wax, shatter, budder, RSO and distillate are all in the program, with a hard one-gram cap on any single container since Senate Bill 2293 took effect in August 2025. Concentrates count toward the 6,000 mg THC figure, not the flower limit.

💧 Tinctures & Oils

Sublingual solutions and oils are a standard category and a common starting point for older patients who want dosing they can measure. They fall under the same milligram allowance as concentrates and capsules.

🧴 Topicals

Cannabis lotions, balms and transdermal patches are sold at all eight dispensaries. Separately, hemp topicals sold in ordinary retail are legal in North Dakota only up to 50 mg of total THC per container under NDCC chapter 4.1-18.1.

Brands

Top Cannabis Brands in Pebble Creek

These North Dakota-licensed brands are available at dispensaries serving Pebble Creek, Bismarck:

The whole state runs on three licensed operators, so there is no long brand shelf to compare. Curaleaf holds the dispensaries in Minot, Dickinson, Jamestown and Devils Lake. Pure Dakota Health holds Bismarck, Fargo and Williston. Strive Life holds Grand Forks. Products come from the two licensed manufacturing facilities, which is why the same strain names and cartridge hardware turn up in stores hundreds of miles apart. Outside the program, the only cannabinoid goods legally sold at ordinary North Dakota retail are CBD and CBG items, hemp tinctures under 30 mL and hemp topicals under 50 mg total THC per container. Delta-8, THC-O, HHC and THCP products are excluded from the state hemp definition and cannot be sold here at all.
