Jefferson Carl Ben Cannabis Guide: Fargo, North Dakota

Where people in Jefferson Carl Ben actually buy, what it costs, and what is legal in Fargo, North Dakota as of September 2026.

Jefferson Carl Ben Overview

Built around Jefferson Elementary and Carl Ben Eielson Middle School, this south-central district holds ranch homes from the 1950s and 1960s on generous lots, plus the apartment blocks that fill in along 17th Avenue South. Families dominate, and the school calendar shapes traffic more than anything else. For cannabis, the practical fact is proximity: the licensed dispensary is about three miles west along 13th Avenue, one of the shortest runs any Fargo neighborhood has. Storage rules matter more here than in student areas, since state law expects patients to keep product away from minors in the household.

Delivery in Jefferson Carl Ben

Fargo has no legal delivery, but this district sits close enough that the counter trip takes under ten minutes each way. Caregivers registered with the state can pick up for a housebound patient.

Local Pricing

Same citywide pricing, and the short drive keeps the real cost down. Families often buy tinctures or capsules in the $40-$80 band rather than flower.

Jefferson Carl Ben FAQ

How close is the dispensary?

Roughly three miles west along 13th Avenue South.

Do I need to lock product up?

State rules expect secure storage away from minors, and it is simply good practice.

Can my teenager get a card?

Under 19 requires a caregiver, and minors cannot buy flower or anything above 6 percent THC.

Market Overview

Cannabis in Jefferson Carl Ben, Fargo

Fargo carries roughly a quarter of North Dakota's population growth on its own, and the split personality of this market shows up on a map: the state line runs down the middle of the Red River, four miles from downtown Broadway, and the law changes completely when you cross it. North Dakota State University adds close to 12,000 students to a city that already anchors the region for health care, freight and tech jobs, and a lot of those students arrive from Minnesota assuming the rules travel with them. They do not.

On the Fargo side, the only legal cannabis purchase is medical. Pure Dakota Health holds the license here, and you need a Division of Medical Marijuana card in hand plus a government photo ID before anyone rings you up. Nothing is delivered. Nothing is grown at home. A registered caregiver can make the run for you, but there is no app, no courier and no curbside handoff anywhere in Cass County.

The retail geography is simple once you know it. The dispensary sits in the 13th Avenue South corridor between 42nd and 45th Streets, the same strip that runs past West Acres, so the trip doubles as a normal errand for most of south Fargo. CBD and wellness storefronts cluster along 13th Avenue South, Main Avenue and University Drive downtown, and those shops are limited by state hemp law to CBD and CBG goods, tinctures and topicals rather than the gummies and drinks sold five minutes east in Moorhead. Broadway and NP Avenue carry the head shop and glass trade downtown.

North Dakota Statewide Context

North Dakota has been a medical-only state since voters approved the Compassionate Care Act as Initiated Measure 5 in 2016. The first dispensary sales did not happen until March 2019, and the program is run by the Division of Medical Marijuana inside the Department of Health and Human Services, based at 600 East Boulevard Avenue in Bismarck. The state counted 10,317 cards issued as of August 6, 2026.

Retail here is deliberately small. State law caps the market at eight dispensing compassion centers and two manufacturing facilities, and every one of those eight storefronts is currently held by Curaleaf, Pure Dakota Health or Strive Life. Nothing is delivered, nothing is grown at home, and a patient card only protects product bought inside North Dakota from one of those eight counters. Purchases carry the ordinary 5 percent state sales tax plus city and county sales tax; there is no cannabis excise tax on top.

August 1, 2025 brought the biggest expansion the program has had. House Bill 1203 and Senate Bill 2294 added cannabinoid edibles in the form of square hard or soft lozenges capped at 5 mg of THC per serving and 50 mg per package, dropped the in-person requirement for a first certification visit so telehealth now counts, stretched patient cards from one year to two, and raised the application fee to $40. Senate Bill 2293 capped concentrate containers at one gram. Nonresidents can now get a 60-day North Dakota card.

Politically the state has narrowed but not moved. Measure 5 lost 52.55 to 47.45 percent in November 2024, the third defeat in six years. Meanwhile Minnesota opened licensed adult-use retail in September 2025 and Montana has sold adult-use since 2022, which leaves North Dakota ringed by legal stores it gives its own residents no legal way to use.

Shopping Guide

What to Buy in Jefferson Carl Ben

Product availability in Jefferson Carl Ben, Fargo follows North Dakota regulations. Here's what's available and what to expect:

🌿 Flower

Dried leaves and flowers are the volume seller at all eight counters, sold only to patients 19 and older whose provider has not restricted them to non-combustible forms. Minors in the program cannot buy flower at all.

💨 Vape Cartridges

Vape cartridges and disposables are stocked as cannabinoid concentrates, so they draw from the 6,000 mg THC monthly allowance rather than the flower ounce count. Hemp-derived vapes are separately illegal to sell in North Dakota, because state hemp law excludes any inhalable made from hemp extract.

🚬 Pre-Rolls

Pre-rolled joints are sold as flower and count against the same 2.5-ounce, 30-day purchase ceiling. Selection is thin next to Minnesota or Montana because only two licensed manufacturers supply the entire state.

🍫 Edibles

Edibles only arrived in late August 2025 and the format is narrow by law: hard or soft lozenges in a geometric square shape, 5 mg of THC per serving, 50 mg per package, 310 mg per day of purchasing and 500 mg of possession. Gummies, chocolate, baked goods and THC drinks remain outside the program.

💎 Concentrates

Wax, shatter, budder, RSO and distillate are all in the program, with a hard one-gram cap on any single container since Senate Bill 2293 took effect in August 2025. Concentrates count toward the 6,000 mg THC figure, not the flower limit.

💧 Tinctures & Oils

Sublingual solutions and oils are a standard category and a common starting point for older patients who want dosing they can measure. They fall under the same milligram allowance as concentrates and capsules.

🧴 Topicals

Cannabis lotions, balms and transdermal patches are sold at all eight dispensaries. Separately, hemp topicals sold in ordinary retail are legal in North Dakota only up to 50 mg of total THC per container under NDCC chapter 4.1-18.1.

Brands

Top Cannabis Brands in Jefferson Carl Ben

These North Dakota-licensed brands are available at dispensaries serving Jefferson Carl Ben, Fargo:

The whole state runs on three licensed operators, so there is no long brand shelf to compare. Curaleaf holds the dispensaries in Minot, Dickinson, Jamestown and Devils Lake. Pure Dakota Health holds Bismarck, Fargo and Williston. Strive Life holds Grand Forks. Products come from the two licensed manufacturing facilities, which is why the same strain names and cartridge hardware turn up in stores hundreds of miles apart. Outside the program, the only cannabinoid goods legally sold at ordinary North Dakota retail are CBD and CBG items, hemp tinctures capped at 30 mL and hemp topicals under 50 mg total THC per container. Delta-8, THC-O, HHC and THCP products are excluded from the state hemp definition and cannot be sold here at all.
