North Jamestown Cannabis Guide: Jamestown, North Dakota

Jamestown grew where the James River meets Pipestem Creek, and its identity has been stitched to travelers ever since Interstate 94 replaced the old highway: the concrete bison at Frontier Village, the National Buffalo Museum and its live herd, and the hillside campus of the University of Jamestown all sit within sight of the freeway. Roughly fifteen thousand people live here year-round, supported by agriculture, the state hospital, a regional medical center and manufacturing.

That highway position also explains why the dispensary question comes up here so often. Curaleaf holds the only license in Stutsman County and sells to card holders enrolled in the state program, with the credential checked against a photo ID. Nobody without that card can buy legally, there is no adult-use market, home growing is off the table, and no delivery service is authorized to bring anything to a door in this county.

The store sits at 1513 Business Loop East, on the frontage-road commercial belt that parallels the interstate near the eastern exits, which is exactly where drivers coming off I-94 land first. That strip carries the motels, fuel stops and chain restaurants serving through traffic. General retail and the CBD and wellness counters spread along the Business Loop and toward 1st Avenue South downtown, all restricted to non-intoxicating hemp goods, while the older downtown blocks around 2nd Street hold the glass and tobacco trade.

North Dakota has been a medical-only state since voters approved the Compassionate Care Act as Initiated Measure 5 in 2016. The first dispensary sales did not happen until March 2019, and the program is run by the Division of Medical Marijuana inside the Department of Health and Human Services, based at 600 East Boulevard Avenue in Bismarck. The state counted 10,317 cards issued as of August 6, 2026.

Retail here is deliberately small. State law caps the market at eight dispensing compassion centers and two manufacturing facilities, and every one of those eight storefronts is currently held by Curaleaf, Pure Dakota Health or Strive Life. Nothing is delivered, nothing is grown at home, and a patient card only protects product bought inside North Dakota from one of those eight counters. Purchases carry the ordinary 5 percent state sales tax plus city and county sales tax; there is no cannabis excise tax on top.

August 1, 2025 brought the biggest expansion the program has had. House Bill 1203 and Senate Bill 2294 added cannabinoid edibles in the form of square hard or soft lozenges capped at 5 mg of THC per serving and 50 mg per package, dropped the in-person requirement for a first certification visit so telehealth now counts, stretched patient cards from one year to two, and raised the application fee to $40. Senate Bill 2293 capped concentrate containers at one gram. Nonresidents can now get a 60-day North Dakota card.

Politically the state has narrowed but not moved. Measure 5 lost 52.55 to 47.45 percent in November 2024, the third defeat in six years. Meanwhile Minnesota opened licensed adult-use retail in September 2025 and Montana has sold adult-use since 2022, which leaves North Dakota ringed by legal stores it gives its own residents no legal way to use.

The whole state runs on three licensed operators, so there is no long brand shelf to compare. Curaleaf holds the dispensaries in Minot, Dickinson, Jamestown and Devils Lake. Pure Dakota Health holds Bismarck, Fargo and Williston. Strive Life holds Grand Forks. Products come from the two licensed manufacturing facilities, which is why the same strain names and cartridge hardware turn up in stores hundreds of miles apart. Outside the program, the only cannabinoid goods legally sold at ordinary North Dakota retail are CBD and CBG items, hemp tinctures under 30 mL and hemp topicals under 50 mg total THC per container. Delta-8, THC-O, HHC and THCP products are excluded from the state hemp definition and cannot be sold here at all.

The 2025 session was the friendliest the program has seen: lozenges, telehealth certifications, two-year cards and a one-gram concentrate cap all landed on August 1, 2025, and Senate Bill 2308 dissolved the Medical Marijuana Advisory Board. What did not change is the statutory cap of eight stores, so no new licenses are in play. The pressure now comes from outside: Minnesota licensed retail opened in September 2025 and tribal stores sit minutes from Fargo and Grand Forks, while a federal hemp redefinition signed in November 2025 takes effect November 12, 2026 and will pull most remaining intoxicating hemp products off shelves nationally.
