North Hill Overview

North Hill rises out of the valley above downtown and carries a large share of the city's established housing, schools and the Broadway commercial strip heading north toward the base and the Canadian border. It escaped the worst of the 2011 flooding because of its elevation, which made it the refuge for families displaced from the valley. Retail here is oriented north and local. Minot grew as a railroad town, boomed on Bakken money, drowned in the 2011 Souris River flood and rebuilt around a levee project that is still going. The valley floor holds downtown and the older neighborhoods, North Hill and South Hill carry most of the newer housing, and Minot Air Force Base adds thousands of airmen and dependents thirteen miles north on Highway 83. The North Dakota State Fair fills the city every July.

For cannabis, the picture is narrower than the population suggests. Curaleaf holds the only license in Ward County, selling only to enrolled card holders who produce that credential alongside a photo ID. No recreational sales exist anywhere in North Dakota, home growing is prohibited, and nothing is delivered. The base population is the wrinkle: federal law governs inside the gates, and a state medical card carries no weight for an airman regardless of certification.

The store sits at 2301 16th Street SW on South Hill, inside the commercial district that grew around Dakota Square Mall and the 20th Avenue retail belt, so it is convenient for the southern half of the city and a real drive from the valley and North Hill. Ordinary hemp and CBD retail follows South Broadway and the Dakota Square area, confined by statute to non-intoxicating cannabinoid products with strict container limits. Downtown Main Street and Central Avenue carry the smoke shop and glass trade in the rebuilt storefronts near the river.

North Dakota Statewide Context

North Dakota has been a medical-only state since voters approved the Compassionate Care Act as Initiated Measure 5 in 2016. The first dispensary sales did not happen until March 2019, and the program is run by the Division of Medical Marijuana inside the Department of Health and Human Services, based at 600 East Boulevard Avenue in Bismarck. The state counted 10,317 cards issued as of August 6, 2026.

Retail here is deliberately small. State law caps the market at eight dispensing compassion centers and two manufacturing facilities, and every one of those eight storefronts is currently held by Curaleaf, Pure Dakota Health or Strive Life. Nothing is delivered, nothing is grown at home, and a patient card only protects product bought inside North Dakota from one of those eight counters. Purchases carry the ordinary 5 percent state sales tax plus city and county sales tax; there is no cannabis excise tax on top.

August 1, 2025 brought the biggest expansion the program has had. House Bill 1203 and Senate Bill 2294 added cannabinoid edibles in the form of square hard or soft lozenges capped at 5 mg of THC per serving and 50 mg per package, dropped the in-person requirement for a first certification visit so telehealth now counts, stretched patient cards from one year to two, and raised the application fee to $40. Senate Bill 2293 capped concentrate containers at one gram. Nonresidents can now get a 60-day North Dakota card.

Politically the state has narrowed but not moved. Measure 5 lost 52.55 to 47.45 percent in November 2024, the third defeat in six years. Meanwhile Minnesota opened licensed adult-use retail in September 2025 and Montana has sold adult-use since 2022, which leaves North Dakota ringed by legal stores it gives its own residents no legal way to use.
