Keene Cannabis Guide: Watford City, North Dakota

Few towns in America changed as fast as Watford City did. A county seat of under two thousand people in 2010, it absorbed the center of Bakken drilling activity and grew several times over within a decade, then spent the years since building the permanent infrastructure a real city needs: a high school, a hospital, a bypass and the Rough Rider Center, a 268,000 square foot events and recreation complex the city owns outright.

What that growth did not bring was a cannabis license. North Dakota fixed its program at eight dispensing compassion centers, and none of them landed in McKenzie County, so patients registered with the state drive north on Highway 85 to the Williston store, about fifty miles and an hour in decent conditions. There is no delivery anywhere in the state, no home cultivation for any patient, and no adult-use market to fall back on. Employers across the patch also run testing programs that a medical card does not override.

Locally the commercial pattern follows Highway 85 through town as Main Street South, where the fuel stops, restaurants, motels and service businesses that serve both residents and rig traffic line up. CBD and wellness products turn up in a few of those stores, restricted to non-intoxicating goods under the state hemp chapter. Everything else, from the housing to the retail pads, spreads east and west of that spine as the town continues to fill in the ground the boom outlined.

North Dakota has been a medical-only state since voters approved the Compassionate Care Act as Initiated Measure 5 in 2016. The first dispensary sales did not happen until March 2019, and the program is run by the Division of Medical Marijuana inside the Department of Health and Human Services, based at 600 East Boulevard Avenue in Bismarck. The state counted 10,317 cards issued as of August 6, 2026.

Retail here is deliberately small. State law caps the market at eight dispensing compassion centers and two manufacturing facilities, and every one of those eight storefronts is currently held by Curaleaf, Pure Dakota Health or Strive Life. Nothing is delivered, nothing is grown at home, and a patient card only protects product bought inside North Dakota from one of those eight counters. Purchases carry the ordinary 5 percent state sales tax plus city and county sales tax; there is no cannabis excise tax on top.

August 1, 2025 brought the biggest expansion the program has had. House Bill 1203 and Senate Bill 2294 added cannabinoid edibles in the form of square hard or soft lozenges capped at 5 mg of THC per serving and 50 mg per package, dropped the in-person requirement for a first certification visit so telehealth now counts, stretched patient cards from one year to two, and raised the application fee to $40. Senate Bill 2293 capped concentrate containers at one gram. Nonresidents can now get a 60-day North Dakota card.

Politically the state has narrowed but not moved. Measure 5 lost 52.55 to 47.45 percent in November 2024, the third defeat in six years. Meanwhile Minnesota opened licensed adult-use retail in September 2025 and Montana has sold adult-use since 2022, which leaves North Dakota ringed by legal stores it gives its own residents no legal way to use.

The whole state runs on three licensed operators, so there is no long brand shelf to compare. Curaleaf holds the dispensaries in Minot, Dickinson, Jamestown and Devils Lake. Pure Dakota Health holds Bismarck, Fargo and Williston. Strive Life holds Grand Forks. Products come from the two licensed manufacturing facilities, which is why the same strain names and cartridge hardware turn up in stores hundreds of miles apart. Outside the program, the only cannabinoid goods legally sold at ordinary North Dakota retail are CBD and CBG items, hemp tinctures capped at 30 mL and hemp topicals under 50 mg total THC per container. Delta-8, THC-O, HHC and THCP products are excluded from the state hemp definition and cannot be sold here at all.

The 2025 session was the friendliest the program has seen: lozenges, telehealth certifications, two-year cards and a one-gram concentrate cap all landed on August 1, 2025, and Senate Bill 2308 dissolved the Medical Marijuana Advisory Board. What did not change is the eight-dispensary ceiling in NDCC 19-24.1-12, and no new application period has opened. The pressure now comes from outside: Minnesota licensed retail opened in September 2025 and tribal stores sit minutes from Fargo and Grand Forks, while a federal hemp redefinition signed in November 2025 takes effect November 12, 2026 and will pull most remaining intoxicating hemp products off shelves nationally.
