West Fargo has roughly tripled in population since 2000, turning a small town beside the Sheyenne River into the state third-largest city almost entirely through subdivision construction. Sheyenne Street still functions as the historic main street, but the commercial center of gravity has shifted toward Veterans Boulevard and the newer corridors serving neighborhoods that did not exist twenty years ago. The Red River Valley Fairgrounds and Bonanzaville keep an older identity visible in the middle of all that growth.

None of that growth brought a cannabis license. State statute caps the program at eight dispensing compassion centers, all of them already placed, and Cass County holds exactly one at the Fargo store on 13th Avenue South. So West Fargo patients registered with the state drive east, typically six to eight miles depending on which subdivision they live in. Nothing is delivered anywhere in North Dakota, home cultivation is prohibited, and no adult-use option exists on either side of the county.

The practical retail geography for a West Fargo resident runs along two axes. Heading east on 13th Avenue leads directly to the licensed counter in about fifteen minutes. Locally, CBD and wellness products appear in stores along Sheyenne Street, Veterans Boulevard and the 13th Avenue commercial strip, all restricted to the non-intoxicating goods state hemp law allows. Main Avenue, the old highway route through town, carries the tobacco and glass trade in its older storefronts.

North Dakota Statewide Context

North Dakota has been a medical-only state since voters approved the Compassionate Care Act as Initiated Measure 5 in 2016. The first dispensary sales did not happen until March 2019, and the program is run by the Division of Medical Marijuana inside the Department of Health and Human Services, based at 600 East Boulevard Avenue in Bismarck. August 1, 2025 brought the biggest expansion the program has had. House Bill 1203 and Senate Bill 2294 added cannabinoid edibles in the form of square hard or soft lozenges capped at 5 mg of THC per serving and 50 mg per package, dropped the in-person requirement for a first certification visit so telehealth now counts, stretched patient cards from one year to two, and raised the application fee to $40. Senate Bill 2293 capped concentrate containers at one gram. Nonresidents can now get a 60-day North Dakota card.

Politically the state has narrowed but not moved. Measure 5 lost 52.55 to 47.45 percent in November 2024, the third defeat in six years. Meanwhile Minnesota opened licensed adult-use retail in September 2025 and Montana has sold adult-use since 2022, which leaves North Dakota ringed by legal stores it gives its own residents no legal way to use.
